Project Overview

The Rio Grande LNG Project is located at a site south of the Brownsville-Port Isabel Highway and north of the Brownsville Ship Channel in Cameron County near Brownsville, Texas. The Project scope includes the detailed engineering, procurement, construction, pre-commissioning, start-up and testing of a greenfield liquefaction and export terminal consisting of up to five liquefaction units and associated facilities, utilizing APCI C3MR technology.


Position Summary

Responsible for overseeing the recruiting, screening and in processing of the craft employee. Proficient in the requisition tracking programs and employee data programs. Has an extensive knowledge and understanding of industrial relations including ability to function as the Industrial Relations (IR) Representative on a medium to large-sized construction or maintenance project. Prior advanced experience in handling daily recruiting activities to meet project labor demand, and exposure to local community relations activities. Participates in delivery of craft new hire orientation. Monitors existing IR programs to ensure desired objectives and /or results are being achieved. Provide advice and counsel to management on IR policies.


Job Dimensions

A. Supervision Received

  • Receives functional and operational supervision from the Project Workforce Services Manager.
  • Requires little direct supervision.

B. Supervision Exercised

  • Supervises IR Recruiters and IR Processors.

C. Contacts

  • Has regular contact with the craft workforce, State Workforce Commission, and/or general public.

  • Has periodic interfaces regarding local community relations and area competitor staffing personnel.

  • Regularly interfaces with workforce development, project management and superintendents.


Responsibilities

  • Oversees the activity of other recruiters and processors with the objective to meet staffing deadlines in a timely fashion.
  • Has oversight responsibility for the recruiting process.
  • Identifies and recommends action to address process improvement, projected staffing needs and potential shortfalls in project staffing requirements.
  • Collects information or data for the development of an industrial relations program, policy or procedures received from local government agencies, employer associations, trade publications, area competitors and private agencies to determine what crafts are available in the area and their basic skills levels.
  • Collects, assembles and analyzes data or information for industrial relations reports and compares craft availability in the area to the company requirements.
  • Provides advice on industrial relations issues to site management as requested.
  • Monitors existing industrial relations programs to ensure desired objectives and/or results are being achieved.
  • Conducts training classes and craft orientation.
  • To meet peak staffing needs, screens and selects craft applicants to ensure they meet the minimum established requirements for the applicable position that they applied for and extends offers of employment to candidates for continued processing and selection for available positions.
  • Processes craft requests or actions in conformance to Bechtel Construction Services hiring policy.
  • Processes employee data in the Craft Applicant and Requisition System (CARS) and Craft Human Resources Information System (CHRIS) throughout the recruiting and hiring process, and updates as needed.


Qualifications and Skills

  • Ideally knowledge of legal and regulatory requirements associated with sourcing employees and applicants.
  • Excellent written and verbal communication skills.
  • Understands terminology related to craft skill sets.
  • Previous work experience in industrial craft recruiting, or in the craft as a supervisor.
  • Intermediate to advanced skills in the Microsoft Office suite of software, Word, Excel, Outlook, etc.
  • Bi-lingual preferred.
  • Previous experience in Industrial Relations, workforce services or applicable responsibilities in related organization is preferred.
