PURPOSE OF POSITION

The Program Manager, Workforce and Career Pathways position will implement community-based strategies to achieve economic and career pathway goals for individuals in Dane County. This work is focused on increasing opportunities with employers for individuals to gain access to and progress in careers providing family sustaining wages. These goals are achieved by connecting and aligning local available programs and resources to create results through community engagement, resource development, volunteer engagement, agency relations, donor relations and public relations.

The position specifically leads and implements United Way of Dane County’s Hire Education and Employment Initiative (Hire) with a focus on engaging and partnering with local Employers and employment training partners to facilitate the development of career pathways. The Hire Initiative has the following annual goals:

  • Hire and retain 110 people who are experiencing poverty into life sustaining jobs on career pathways at $18/hour or more with benefits.
  • Reduce racial economic disparities in our community.
  • Change the local hiring paradigm by designing, testing, and sharing innovative employment practices and policies.

This collaboration, created in 2013, is a leading employment and training collaboration in Dane County with both nonprofit agency partners providing training and committed employers who work together to collectively impact our community.

ESSENTIAL JOB FUNCTIONS


50% Hire Education and Employment Initiative

  • Manage the Hire Initiative; lead the collective impact initiative, program management and coordination by working with the six Hire nonprofit partner organizations to accomplish the goals of the initiative.
  • Build and maintain relationships with partner agencies, employers and volunteers.
  • Facilitate best practice implementation (including bringing connections to National Models and best practice around workforce solutions, job quality, upskilling and career pathways).
  • Monitor and evaluate progress on program and collaboration outcomes, compile and analyze quarterly data reports from agency partners.
  • Manage data for success reports, and lead quality improvement conversations and planning with agency partners and employers.
  • Collaborate with United Way of Dane County’s Director of Data and Evaluation to create impact reports, fact sheets and statistics for collaborative partners, Community Solutions Team, Employers, and funders for use in ongoing program management and development.
  • Manage the Hire website, ensure timely updates and Employer focused portal.
  • Create best practices, materials and facilitate community of practices with partner agencies and Employer Partners (i.e., Hire toolkit).
  • Staff/facilitate quarterly meetings with Employers – “Employer Council”.
  • Create and work with the Hire Advisory Council to advance the work of the Hire Initiative, including, create meeting content and agendas, schedule speakers, recruit members.
  • Ensure stakeholder alignment to shared vision, activities, and outcomes of the Hire Initiative.
  • Provide program management for all employment related programs as part of the work of United Way of Dane County’s Income Community Solutions Team (CST).
  • Represent United Way in a professional manner at employment and training related networks, coalitions and meetings in Dane County.
  • Create, facilitate, and/or implement Volunteer, Stakeholder Engagement and Community events and engagements related to HIRE and Employment focused work at United Way.

40% Employer Partner and Volunteer Engagement

  • Work with the Hire Employer Council volunteers and partners and non-profit partner agencies to meet initiative goals. This position is the Employer Focused Liaison and Coordinator: engaging with local employers to create specific partnerships for career pathways and removing barriers through training and certification programs; as well as facilitating system level change through changes to job quality and creating a culture of inclusion.
  • Identify, recruit, support and educate employers about the Hire Initiative to determine alignment of vision commitment and accountability to the initiative goals.
  • Identify, create or maintain training partnerships, relationships with Employers, and workforce solutions for the Hire program.
  • Match new Hire employers with training providers and facilitate relationship support to initiative goals.
  • Manage Employer relationships.
  • Provide technical assistance to programs as they develop community partnerships, outcomes and measures, budgets, and other program considerations.
  • Ensure faithful implementation of strategies and best practices in community work.

10% Organizational Support

  • Be an integral part of the Community Impact Department team.
  • Participate in organizational activities including attending key events, during and outside of regular business hours.
  • Work on cross-departmental teams/projects as appropriate.
  • Participate in organizational committees.
  • Other duties as assigned.

HOURS OF WORK

  • Core hours are Monday through Friday from 8:00am to 4:30pm.
  • Possibilities for some remote work will be available.

Salary Range: $47,100 - $52,100 (based on experience). Along with salary, we offer a very generous employee benefits package at UWDC. This position offers the options of health, vision, dental, life, and disability insurance. UWDC contributes 8% of gross wages to a defined contribution plan that is fully vested after 5 years of employment, and employees also have the option to contribute to a 403b plan. Lastly, we offer our employees a good amount of paid vacation, sick, and personal time off to go along with 9 paid holidays each year.

Requirements:

MINIMUM EXPERIENCE REQUIREMENTS

  • Workforce development, career pathway planning, employment and training, human resources, program and grant management.
  • Understanding and ability to work with data, project management, facilitation, volunteer management and stakeholder engagement.
  • Microsoft Office computer systems competency demonstrated, including Microsoft 365 (Word, Excel, PowerPoint) and the ability to learn client data management platforms, program evaluation or outcome measurement practices.

MINIMUM QUALIFICATIONS

  • High School diploma or equivalency required with 5 years experience preferred. Experience in workforce development, human services, social work, non-profit service delivery or management, human resources, public speaking or other related fields.
  • Associate degree or 2 years equivalent experience in preferred experience in workforce development, human services, social work, non-profit service delivery or management, human resources, public speaking or other related fields.
