Position Description

The Property and Evidence Unit works two shifts: 7 am to 3 pm and 3 pm to 11 pm. Hours for the current vacancies will be determined by shift bid with management reserving the rights to change hours with advance notice. Shift bid priority is based on seniority.

Evidence Technicians are responsible for maintaining the official chain of custody for all property or evidence of the Minneapolis Police Department. Evidence Technicians are trusted to receive, document, package, and store all property or evidence to ensure its integrity for presentation in court.

Job Duties and Responsibilities

(Includes but not limited to)
  • Maintain the chain of custody for all items within control of the Property and Evidence Unit
  • Receive all property and evidence into the Property and Evidence Unit facilities using the Minneapolis Police Department's current records management system (RMS) to establish the 'chain of custody’
  • Secure evidence and property according to Department Policy, generally accepted guidelines, and best practices
  • Maintain accurate records of all property and evidence in the custody of the Minneapolis Police Department
  • Release and return confiscated items as directed by policies, standards and procedures
  • Dispose of items that are authorized based on directives, standards, and procedures
  • Perform research and general follow-up to determine case status
  • Maintain active case evidence and property
  • Ensure the accuracy of active records by documenting updates as necessary
  • Retrieve evidence or property held at various locations and other law enforcement facilities using department provided vehicles
  • Deliver evidence or property to various locations and other law enforcement agencies or partners using department provide vehicles
  • Accurately count cash and coin using generally accepted accounting techniques
  • Assist in preparation of auctions of bicycles, general merchandise, and jewelry
  • Update all dispositions in the Minneapolis Police Department's current records management system (RMS)
  • Operate mechanical and non-mechanical equipment provided by the department such as people lifts, pallet jacks, carts, dollies, saws, tools, and other devices designed to assist in the tasks of evidence management
  • Provide good customer service to internal and external customers in both controlled and non-controlled situations
  • Respond to inquiries from the public or other department partners, including assisting citizens in recovery of stolen and/or confiscated property
  • Provide internal security for workers or vendors within secured areas

Required Qualifications

MINIMUM QUALIFICATIONS
High School Diploma or Equivalent

MINIMUM EXPERIENCE
Two years of work performing related duties

LICENSES/CERTIFICATIONS
Valid Driver’s License
MPD Firearms Familiarization within 1 month of hire
BCA – NCIC certification within 1 month of hire

EQUIVALENCY STATEMENT
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

PHYSICAL DEMAND
Must be able to lift and carry a minimum of 50 lbs. with movement
Must be able to climb ladders, stairs, and work elevated from the ground
Ability to bend, reach, stretch, and kneel

SELECTION PROCESS
The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

BACKGROUND CHECK
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

MEDICAL EXAM
Upon a conditional job offer, candidates will be required to pass a medical examination which includes a physical screening.

DRUG & ALCOHOL TESTING
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST
The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 2 (two) months after it has been established.

INTERVIEW SELECTION
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • Ability to establish and maintain working relationships with Minneapolis Police Department Sworn and Civilian Staff and all partners of the department

  • Knowledge of law enforcement functions, operations, and practices
  • Knowledge of court testimony procedures regarding evidence handling
  • Knowledge of evidence processing techniques, collection, packaging and storage
  • Good knowledge of Minnesota State Statutes, Minneapolis City Ordinances, and Records Retention Schedules related to evidence preservation
  • Knowledge of data privacy laws and regulations
  • Ability to routinely handle property and evidence such as firearms, money, narcotics, bicycles, vehicles, biological fluids, or other items
  • Ability to move and handle heavy objects, including bending, reaching, stretching, and kneeling
  • Ability to use power tools, hand-held tools, and work assist devices
  • Ability to organize and prioritize varied work assignments
  • Ability to successfully complete the Minneapolis Police Department Firearms Familiarization training
  • Ability to successfully complete the Minneapolis Police Department driving school
  • Ability to successfully complete training in bloodborne pathogens and handling hazardous and biohazardous materials
  • Ability to operate department-provided vehicles and navigate city streets
  • Ability to operate mechanical tools such as people lifts, and other mechanical devices
  • Ability to use basic accounting skills and techniques
  • Communicate effectively, both orally and in writing, with department staff, other agencies, and the general public
  • Proficient in using Microsoft Office Suite software, records management systems, and other digital or electronic systems
  • Certified in the use of the Bureau of Criminal Apprehension National Crime Information Center system (NCIC)
  • Possess excellent attention to detail and understanding of chain of custody
