POSITION DESCRIPTION

Position: Director of Permanent Supportive Housing

Supervisor: Vice President of Housing and Programs

Office Location: Bud Clark Commons; 665 NW Hoyt St, Hybrid with up to 2 days remote.

Hours: Monday-Friday 8:30am – 5:00pm (evenings and weekends as needed)

Salary: $95,000 - $105,000/yr.

Classification: Full-Time, Exempt, Unrepresented, and Benefits Eligible.

This role is vital to building a cohesive team of social service providers including case management and case coordination. This position will effectively lead departments to assist individuals and families from shelter and encampments to permanent supportive housing in affordable housing units. This position will pursue new affordable housing developments and manage Transition Project’s portfolio of existing permanent supportive housing properties. This leader will be public facing with electives, will join policy committees, and initiate advocacy efforts to support the interest of those served by Transition Projects.

SPECIFIC RESPONSIBILITIES

A. SUPERVISION:

1. Provide day-to-day leadership, supervision, and support to the permanent support services unit.

2. Provide support to the resource center in partnership with the Director of Community Services.

3. Ensure competency, quality services, employee engagement, and implementation of consistent, equitable program policies and procedures.

4. Conduct 1:1 supervisory meetings with direct reports and participate in staff meetings.

5. Model supervisor-coaching model using practice profiles as a coaching tool.

6. Improve staff retention with a goal retention rate of 85% annually.

B. PROGRAM OVERSIGHT:

1. Develop an individualized service plan (ISP) in partnership with leadership to be implemented among case management.

2. Guide staff to coordinate health-related programming including developing, implementing, and tracking services in the areas of addiction, mental health, and physical health.

3. Oversee housing stability-related programming to develop, implement, and track programming to support formerly homeless households in maintaining housing.

4. Oversee income-related programming including developing, implementing, and tracking income, employment, and education-related (life skills) initiatives.

5. Direct, monitor, and evaluate all program operations, working directly with the executive leadership, to ensure program outcomes are understood and achieved, regulatory compliance standards are met, budgets are maintained, and thorough documentation occurs.

6. Assist in the preparation and implementation of the budget(s) and oversee.

C. COMMUNITY ENGAGEMENT:

1. Establish and maintain positive and productive partnerships with local providers, community partners, contract stakeholders, and others within the community.

2. Coordinate with key partners outside the agency to develop and/or gain access to essential supportive services available to our participants.

3. Coordinate with other agencies that provide related services for Transition Projects program participants and assure proper working relations between and among staff and programs.

4. Represent the agency to businesses, media, other agencies, and community groups as appropriate and needed.

ADDITIONAL RESPONSIBILITIES:

1. Assure safety by participating in the health and safety committee. In addition, meet the health and safety standards applied as Transition Projects seeks agency-wide accreditation by the Commission on Accreditation of Rehabilitation Facilities.

2. Assure programmatic compliance at 90% for each funding source and follow the core components of a continuance quality improvement framework as designed by the continuance quality improvement manager.

3. Craft performance improvement plans and submit reports in a timely manner.

4. Collaborate with colleagues inside and outside the agency to deliver effective, accessible, and measurable services in the areas of health, income, and housing stability.

5. Track impact, develop staff, and establish key partnerships to help provide our participants the support they need to successfully transition from the streets to housing.

6. Identify 1-2 new funding opportunities annually in partnership with development staff to increase capacity for new programs or expansion.

7. Attend Board of Director meetings when requested and report on the state of shelter programs. Submit monthly program report to Senior Director of Programs for Board meetings.

8. Submit a quarterly budget to the CEO.

9. Participate in the development of our Diversity Equity and Inclusion plan and take ownership of 2-3 measures in the plan.

MINIMUM QUALIFICATIONS

The successful candidate will be highly autonomous, comfortable leading, passionate about helping those in need, strong in written and verbal communication, and capable of thriving in a team-based environment that embraces communication and joint problem solving. Among other things, the position also requires the following minimum qualifications:

1. MSW or MPH (LCSW is strongly preferred)

2. Extensive experience (4-6 years) managing or directing permanent supportive housing by way of Veterans Affairs Supportive Housing (VASH), housing authority vouchers, PSH from coordinated entry or coordinated access etc.

3. Experience using an HMIS and knowledge of VI-SPDAT

4. An understanding of issues affecting people who experience houselessness, including chemical dependency, mental illness, prior convictions, trauma, and sexual and domestic violence.

5. Knowledge of services available to low-income and houseless persons in Multnomah, Washington and Clackamas County through Transition Projects and other agencies or the demonstrated ability to obtain such knowledge.

6. Demonstrated leadership, management, and staff supervision experience.

7. Ability to manage program expenditures in accord with budgets.

8. Demonstrated ability to provide crisis intervention and to follow procedure in crisis situations.

9. Excellent written and verbal communication skills. Good computer skills. Familiarity with web-based data collection programs.

10. (Preferred) Bilingual English/Spanish

11. (Preferred) Experience with Master Lease.
