General Statement of Job

Under general supervision, performs administrative and technical work recruiting and retaining candidates for volunteer and career positions with the County’s Department of Fire, Rescue and Emergency Management (FREM). Work involves providing informational programs at community job fairs, service organization meetings, media outlets and through web-based sources and serving as point of contact for those interested in volunteer and career positions. Work also involves tracking, analyzing, and presenting data on recruitment and retention trends and strategies used by organizations at the state and national level to enhance their recruitment and retention efforts. Employee must exercise tact and courtesy in assisting internal and external customers, while maintaining strict confidentiality. Reports to the Deputy Fire Chief.

Special Duties & Responsibilities

  • Provides informational programs and displays to various civic, business, church, school and community groups explaining volunteer and career opportunities with the County’s Fire, Rescue and Emergency Management Department.
  • Prepares recruitment materials, brochures, etc. in coordination with the County’s Department of Fire, Rescue and Emergency Management, including career staff and the two (2) volunteer Fire and EMS agencies (Spotsylvania Volunteer Rescue Squad, Spotsylvania Volunteer Fire Department).
  • Administers the recruitment and retention budget in coordination with representatives of the two (2) volunteer agencies and career department staff.
  • Serves as a point of contact for individuals interested in volunteer and career opportunities within the Department of Fire, Rescue and Emergency Management.
  • Prescreens volunteer candidates as directed and conducts reference and background checks. May work in conjunction with career FREM staff and County HR staff to prescreen candidates for career positions.
  • Develops, maintains, and conducts a volunteer orientation program.
  • Provides tracking data to the two (2) volunteer agencies and department staff to assess progress against staffing goals.
  • Provides records management systems updates to include the addition of new volunteer members and elimination of past members from the database.
  • Provides updates to human resources databases and systems to maintain accurate information related to new hires and personnel throughout their career with the Department.
  • Presents reports as requested to the Spotsylvania Public Safety Committee and the FREM Senior Agency Leadership Group on the status of the Department’s recruitment efforts, current trends, and recruiting budget related information.
  • Researches and presents reports to the Spotsylvania Public Safety Committee and the FREM Senior Agency Leadership Group regarding the latest strategies being used for volunteer recruitment and retention at the state and national level.
  • Participates in regional and state meetings on recruiting and retention of Fire and EMS personnel.
  • Develops contacts with the Virginia Department of Fire Programs and Virginia Department of Emergency Medical Services to obtain the latest data on volunteerism and workforce development program materials for recruitment and retention.
  • Coordinates recruiting events with the volunteer agencies and career FREM staff.
  • Assists the volunteer agencies with LOSAP enrollments, annual certification information and record-keeping functions.
  • Attends volunteer agency meetings as requested by the agencies.
  • Coordinates the annual Circuit Court listing, personal property tax, and related information with the volunteer agencies and submits the information to the appropriate entity.
  • Coordinates the accumulation of volunteer information so information can be included in the quarterly report.
  • Provides County photo identification cards for volunteer and career personnel.
  • Assists with the management and coordination of hiring processes.
  • Performs other related duties as required.

Minimum Training & Experience

Associate’s Degree in Management or Human Resources preferred with a minimum of two (2) years of experience in marketing and human resources; or any equivalent combination of education, training and experience.

Current or previous certification in Fire or EMS preferred.

Must possess and maintain a valid Commonwealth of Virginia driver’s license and meet FREM insurability requirements.

  • Ability to exchange information for the purpose of clarifying details within well established policies, procedures and standards.
  • Ability to read a variety of informational documentation, directions, instructions, and methods and procedures.
  • Ability to prepare forms/reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
  • Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
