Position Summary & Responsibilities:

Position Summary:

This Coordinating Manager (PSE II) position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Road Design. The person in this position supervises and manages the Coordinating Section of the Bureau of Road Design. The Coordinating Section includes the Rail/Highway Coordination Unit and the Utility Relocation Unit.

Job Responsibilities may include but are not limited to the following:

  • Administers the Coordinating Section of the Bureau of Road Design.
  • Interacts with the Federal Highway Administration, Kansas Corporation Commission, railroad companies, utility companies, consulting engineering firms, and local governmental units.
  • Responsible for the Railroad Crossing Policy and Utility Relocation Policy.
  • Developing and executing agreements/contracts for utility relocation and scheduling of utility adjustments on the state highway system to verify that construction contracts are not delayed. Including plan review agreements, and fiscal consideration.
  • Manages the rail/highway crossing safety programs to verify that the maximum amount of federal funds is utilized each year.
  • Representing the agency to the national rail committees to see that the most current and appropriate technology is utilized on Kansas railroad crossings.

Qualifications:

Minimum Qualifications:

  • Two years of experience in planning, organizing, and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
  • Valid Driver’s License at time of appointment.

Preferred Qualifications:

  • Graduation from an accredited college or university with an engineering degree.
  • Continuing education in the form of seminars, advance course work, and an advanced degree(s) is highly desirable.
  • Six years of experience in coordination of utility relocation or railroad coordination on infrastructure projects.
  • High level of knowledge of either the KDOT Utility Accommodation Policy or managing railroad crossing improvement projects.
  • Experience with contracts and agreements.
