Job Summary


As the Water Function Lead at the Minnesota Pollution Control Agency (MPCA), you will provide leadership for the governance of workflow, standardized processes across functions, reference data for the Agency databases and application systems for the Watershed, Prevention, and Moniotiring and Analysis Divisions of the MPCA. The position is responsible for ensuring consistency of data and processes across the programs and Divisions, and the Agency as it relates to databases and systems like Tempo, OnBase, Online Services, and EQuIS. This position is also responsible for maintaining assigned reference tables, completing data analysis, as needed, creating and managing new or existing templates, assist with maintaining guidance documents and webpages, and recommending solutions to diverging requests between functions that create conflicts within the database. The position will work with function teams, program leaders, unit staff, MNIT, and applicable vendors to integrate program specific work into an electronic approach that streamlines the Agency's processes and improves data management. Along with this, the position will provide support in program specificc training as it relates to agency systems and program financial support for the assigned functions.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Four years of professional-level experience, including project management, including the use of relational databases. This must include a thorough understanding of databases and data management and analysis, as well as knowledge of process mapping, requirement development for data management and other technical processes in enviironmental systems. Requires an understanding of environmental science, hydrology, enviornmental engineering, and/or project management in order to communicate to all levels of staff how Agency databases will support the Watershed, Prevention, and Monitoring and Analysis work within them.
Knowledge of how relational data systems function and key governance components necessary to preserve data integrity.
Demonstrated planning, project management, and coordination skills.

Advanced communication, decision making, and writing skills.

Effective human relations skills to work with clientele and staff, problem-solving skills for resolving technical matters, and the ability to bring projects to a conclusion.

Preferred Qualifications

Experience in one or more of the following Agency programs: Watershed, Prevention, or Monitoring and Analysis.

Experience managing contracts, grants and/or purchase requests, as well as the legal requirements around the process.

Knolwedge and/or experience of Agency data systems like Tempo, EQuIS, Time tracking, CORE, WU, CARL/WALISand, OnBase

Experience managing and reviewing large datasets.

Continuous Improvement experience.

Knowledge of Federal and State regulatory frameworks and their applicability to data and cleanup projects.

Knowledge of Federal and State regulations regarding maintaining a proper records management system including data practices and record retention.

Thorough knowledge of business operations for the program area sufficient for leading the development and building of relational data systems and online applications.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds. Indicate required background checks or screening requirements.
