The Puerto Rico Public Health Institute (“PRPHT”) was created in 2017 by Puerto Rico Law 107 which designates the PRSTRT as its base. This law also designates the PRSTRT as a bona fide fiscal agent to apply for grants on behalf of the government of Puerto Rico. The goal of the PRPHT is to provide the leading strategy, leadership, and innovative development for Puerto Rico’s population health initiatives. PRPHT’s vision is to achieve sustainable health equity and improve the quality of life for Puerto Rico communities.

The Tele Medicine Technician (TMT) is responsible for the overall technical assistance response and outreach for telemedicine in designated medical clinics and nursing homes. Under the supervision of the Division Director, the TMT will work to develop a vision for the engagement of targeted health clinics and nursing homes in telehealth, aiming the implementation this vision. S/he will develop the skill and will of participating in nursing homes and clinics to invest their time and resources into the implementation of telemedicine to improve the quality of and access to health care for their residents and clients. This position will provide technical assistance and capacity-building support to the clinics and nursing homes participating in the HRSA TTELP Tele-mentoring Project being administered by the PRPHT. This position is responsible for contacting and engaging the clinics and nursing homes targeted by this project. The TMT will work following the project work plan, and strategy laid out by the grant. They will. also use the ECHO modality to build capacity for use of telemedicine equipment and for building skills to address specialty care in areas of mental health, opioid addiction, chronic disease management, and diabetes. This position has responsibility for technical support and capacity-building functions, including engagement, training, and mobilization to provide stronger participation and use of telemedicine equipment and technology to improve access to specialty care for residents and patients. The position requires previous experience with telemedicine/telehealth public health initiatives. This position will be responsible for developing and assisting with the implementation of a variety of ECHO series to meet the goals and objectives of the project. Furthermore, the TMT will participate in a full-time work schedule, including but not limited to scheduling routes of service and technical support at homes and clinics, meetings with participating homes and clinics, development of ECHO Sessions on previously mentioned topics, the input of data into iECHO, frequent updating of shared tables on status of project equipment installation and orientation and engagement of physician specialists, and other training, among other activities. TMT must be an energetic individual with initiative, imagination, strong organizational, strategic, and interpersonal skills, and experience in working with telemedicine. S/he requires strong public speaking training for telemedicine equipment and site visits to install equipment or provide service and training. This position is also responsible for outreaching to public health and healthcare providers, academic and non-profit communities, key stakeholders, and organizations to increase access to an array of telehealth-related, services, and opportunities.

Key Responsibilities:

  • Daily contact 45 targeted health providers/ clinics and 200 nursing homes to re-engage them in this project by providing revised resources and phone/email contacts for the telemedicine technical assistance call center.
  • Promote projects with clinics and nursing homes to facilitate the signing of agreements to participate in projects. Will work closely with the legal team at PRSTRT to track document preparation and signing.
  • Encourage participation in brief evaluation surveys, administration of surveys, and maintain weekly contact with target participants at health clinics and nursing homes.
  • Provide basic information about projects, and promote the use of technical assistance request mechanisms to support clinics.
  • Contribute any content developed to the digital library.
  • Set up the Technical Assistance Request form on the project website, develop an email account for technical assistance requests, and create a phone number for technical assistance calls.
  • Monitor daily emails, receive, and provide responses within 48 hours, and resolution of requests in a reasonable timeframe depending upon complexity. All resources developed, as part of meeting requests, will be provided to the public on the landing page of this project and in the digital library.
  • Ensure the addition of content to the library. Work closely with the project manager and communications team. All requests will be tracked in a relational database.
  • Coordinate, plan, conduct, and evaluate the ECHO Series on mental health, chronic disease management, diabetes, and the use of telemedicine equipment.
  • Support project directors, managers, and communication team as needed to achieve the work plan.

Educational Requirements & Experience:

The minimum educational qualification required to be is a bachelor’s degree from a regionally accredited institution. Master or Doctorate degree preferred. In addition, three (3) years of relevant experience in working in a non-profit organization or in a customer service-related field.


Qualifications & Technical Job Requirements:

  • Excellent interpersonal, team building, organizational, and technical skills.
  • Ability to work independently, prioritize projects and tasks, and participate as an effective team member.
  • Proficiency in native Spanish and proficiency in English required.
  • Strong digital, MS Office skills with preferred experience in relational databases and telemedicine equipment/platforms
  • Proficiency with telephone communications, the GloCom Call Center platform, and website usage.
  • Knowledge of and training in the ECHO Modality to improve community health outcomes.
  • Knowledge of file management, transcription, and other administrative procedures.
  • Ability to work on tight deadlines.
  • Candidates should be willing to work as needed during the day, evening, and weekend hours.
  • Valid driver’s license and reliable transportation.
  • Demonstrated commitment to value diversity in society.
