THE POSITION
The mission of the Public Health Emergency Preparedness section is to protect the community by building and sustaining the County’s capability to prevent, mitigate, prepare for, respond to, and recover from public health emergencies, disasters, bioterrorist events, or other incidents. The Section works with various emergency planning and response partners at the local, regional and state level and focuses on the coordination of training and exercises, distribution of medical/health resources, and disaster response. The program also coordinates medical and non-medical volunteers to augment the emergency response workforce.

The Staff Services Analyst works under general supervision performing analytical and technical administrative work. This position will primarily support logistical functions for the Emergency Preparedness Program and will be responsible for the following areas: assess, monitor, and upkeep emergency inventory/disaster cache to maintain operation-ready deployable resources and equipment; review and analyze Oracle reports for tracking appropriate use of the department's accountable inventory; analyze, interpret and reconcile Oracle accountable asset reports to audits requirements; complete and reconcile physical inventory reports; conduct purchasing, record keeping and administrative paperwork for the program; support community receiving, storing, and staging (RSS) and clinic organization functions, including mass care, prophylaxis and points of dispensing; assist in organizing and facilitating events, training, and exercises; assist in developing and implementing program changes as necessary; research and compose updates for the department's policies, procedures, plans, or handbooks as necessary; and perform other related work as required.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid Management/Supervisory bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. The probationary period does not apply to unclassified positions.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Carry out high level administrative and logistical functions for the program;
  • Support the complex administrative needs of the program;
  • Prepare, submit, and track supply and travel requests for the program;
  • Maintain record-keeping, monthly reports, and inventory control, both through physical counts and in an Oracle-based inventory management system;
  • Ensure accountability of equipment and supplies owned by the program and/or borrowed for emergency response;
  • Assist with ensuring accountability for program contracts and agreements with vendors or community partners;
  • Maintain organization of the program’s shared file systems;
  • Develop educational materials;
  • Plan and conduct events, training, and exercises for staff and community partners;
  • Take meeting minutes;
  • Maintain, oversees, and assesses facility and warehousing needs;
  • Utilize computer and barcoding system to control and maintain inventory and records;
  • Coordinate and collect data for the purpose of evaluating effectiveness;
  • Review departmental policies and procedures with clients related to operational functions;
  • Prepare statistical reports related to operational functions;
  • Coordinate outreach and promotion of agency services and program and/or speak before large groups;
  • Prepare correspondence to partners;
  • Develop and implement procedures for the department requiring data processing services;
  • Interpret statistical data to department administrators;
  • Prepare special charts, forms, graphs, or pamphlets for department use or for public information;
  • Participate in policy and procedure review as it relates to designated function;
  • May be assigned to coordinate a program involving: receiving, storing, staging, and distribution of specialized medical supplies, agents or equipment, or the facilitation of mass care, shelter, vaccination, or other prophylaxis;
  • Assist in departmental training and exercise programs; and
  • Load, move/transport, and/or unload supplies and/or equipment to field operation sites, healthcare and partner facilities, or other sites requesting support, as needed.

  • Speak and write in a clear, concise manner;

  • Sit at a desk for extended amounts of time;
  • Lift, bend, stoop and reach overhead; and
  • Push, pull, squat, twist and turn.
KNOWLEDGE
  • Modern office practices/record-keeping;
  • Statistical record keeping and reporting concepts, methods and techniques;
  • Data processing relating to budget control or payroll;
  • Principles and techniques of employee supervision; and
  • Spelling, grammar, and elements of proper writing procedures.

EDUCATION AND EXPERIENCE

  • Completion of thirty (30) college semester units in Public or Business Administration or related area; OR
  • Two years performing highly complex clerical duties with lead-worker, programmatical or accounting responsibilities.

DESIRABLE QUALIFICATIONS
  • One year of experience in an emergency preparedness or emergency management program; AND
  • Forklift operator license or CA class A license (commercial or noncommercial).
