Description


The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Grant Management program area.


GS II: Performs complex (journey-level) grant development and administration work. Work involves preparing, maintaining, and reporting of grants; evaluating grant applications to determine appropriateness of grant or compliance with requirements and standards; and serving as a liaison between funding sources and the state or federal government. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


GS III: Performs highly complex (senior-level) grant development, coordination, and administration work. Work involves coordinating, reviewing, evaluating, and reporting of grants at various stages to determine appropriateness of grant or compliance with requirements and standards; and serving as a liaison between funding sources and the state or federal government. May serve as a lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.



GS IV: Performs advanced (senior-level) grant development, coordination, and administration work. Work involves preparing, maintaining, and reporting of grants; coordinating grant applications; reviewing incoming applications to determine compliance with requirements and standards; monitoring grant awards; and serving as a liaison between funding sources and the state or federal government. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Elements:

  • Monitor grant and/or contract budgets for timely expenditures; review requests for payment for eligible and compliant expenditures; approve requests for payment within allotted time; coordinate revisions/resubmission; work with appropriate subrecipients and their representatives to achieve compliant processing of requests for payment and expenditures.
  • Monitor, evaluate, and review eligibility and programmatic compliance at all stages of assigned grants from application to closeout; provide feedback and coordinate with GLO partners and external stakeholders as needed to ensure compliance; provide technical assistance to prospective applicants and subrecipients in accordance with program guidance.
  • Perform grant management and oversight including: lead kick-off meetings; review and approve contract change requests; review documentation for program compliance including reports, start-up documentation, procurement files, labor standards documentation, construction change orders, and other required documents; take action as needed to facilitate program compliance.
  • Support Disaster Recovery program by completing timely and thorough application reviews for project eligibility and program compliance; prepare requests for information, provide technical assistance as applicable during application phase; compile final application documents; draft scopes of work, budgets, and other contractual documents, as assigned.
  • Serve as a liaison and representative for the GLO-CDR program with elected officials, their assignees, constituents, vendor representatives and the general public; participate in agency outreach efforts.
  • Prepare timely community specific reports, correspondence, and programmatic special projects; collect and prepare material for executive reports, legislative inquires, and public information requests.
  • Provide direction, guidance, technical assistance, and coordination to other grant coordinators through demonstrated CDBG program and grant management knowledge.
  • Participate in a subject matter team coordinating cross-functional division responsibilities across CDR.
  • As it relates to the position, obtain proficiency in TIGR, using it to create and complete all applications, projects, project sites and budgets as required by CDR Management.
Qualifications


Minimum
Qualifications:

Graduation from an accredited four-year college or university with a degree in public administration, business, or closely related field, and experience in the administration, development, coordination and monitoring of grants.

Experience and education may be substituted for one another.


Salary and classification are dependent on qualifications:

Grant Specialist II - More than one (1) year and less than two (2) years of professional work experience.

$4,373-5,100 monthly

Grant Specialist III - More than two (2) and less than three (3) years.

5,250-6,000 monthly

Grant Specialist IV - More than three (3) and less than four (4) years.

6,250-7,000 monthly


Preferred Qualifications:

Experience as a grant coordinator, grant specialist, or grant manager.

Disaster Recovery and/or community development block grant experience.

Experience with oversight of federal funds or federally funded programs.


Knowledge, Skills, and Abilities:

  • Knowledge of laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
  • Skill in effectively communicating both in writing and verbally.
  • Skill in providing exceptional customer service in person and in writing.
  • Ability to interpret guidelines, policies, procedures, and regulations; to evaluate contracts; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to assign and/or supervise the work of others.
  • Ability to attend work regularly and adhere to established work schedule in accordance with agency leave and attendance.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
