What is the opportunity?

Water Mission’s Regional Human Resources (HR) Manager, Latin America and Caribbean (LAC) will work in collaboration with the International HR Director and Latin American and Caribbean Regional Director to lead the strategic implementation of all human resource programs and services across Water Mission’s Haiti, Honduras, Peru, and Mexico country programs. This individual will have the opportunity to directly manage and lead HR field staff to ensure excellent HR administration and will develop, implement, and monitor standards and compliance in all areas of HR. This is a full-time position that will work remotely from a home office located in the Latin America or Caribbean region (Honduras, Mexico, or Peru preferred). Location in a southern US state may also be considered. The position will report to the International Human Resources Director based in the USA. Key responsibilities include:


Leadership

  • Maintain a strong Christian witness to colleagues, vendors, donors, charitable beneficiaries, and the general public.
  • Directly supervise HR field staff on day-to-day HR tasks including, but not limited to, hiring, onboarding, separation/termination, performance management, recruitment, compensation, benefits, employee relations, and organizational policy.
  • Perform supervisory duties including, but not limited to, overseeing staff training and development, prioritizing project requests, managing workloads and deadlines, setting goals, meeting schedules and milestones, conducting performance reviews, and assisting in the recruiting and hiring of direct reports.
  • Communicate effectively with a diverse, multi-cultural group of managers and staff to achieve organizational objectives.
  • Foster a culture of collaboration and engagement to drive team and ministry goals.
  • Provide relevant reports and Key Performance Indicators (KPI’s) to Water Mission HR leadership.
  • Work to improve systems and processes to better serve staff.

HR Management and Compliance

  • Ensure all Water Mission HR goals and milestones are met within Latin America and the Caribbean while adhering to approved budgets.
  • Work with country leadership and HR field staff to ensure the administration of benefits, statutory requirements, policies, payroll data, and ensure compliance with Water Mission and country-specific standards.
  • Work with the International HR Manager to customize the Water Mission Global Employee Handbook with local laws and manage the communication, training, and ongoing maintenance of country-specific handbooks.
  • Provide program leadership teams with sound and effective advice on all staff issues.
  • Conduct regular field travel to country program offices to review human resources and administrative processes and procedures.
  • Work with local labor attorneys and HR field staff to ensure all country program policies and practices follow national and international labor laws and statutory requirements.
  • Understand the HR compliance requirements from institutional funding organizations and work with country leadership and HR field staff to ensure all Latin American and Caribbean programs are in full compliance.

Compensation and Benefits

  • Conduct annual compensation and benefit reviews in Latin America and the Caribbean and make recommendations for improvements or changes.
  • Ensure all employment contracts in Latin America and the Caribbean are drafted in compliance with local labor law and uphold Water Mission’s standards.
  • Assist HR field staff with the contract renewal process as needed.

Staff Development and Training

  • Work collaboratively with the Training and Development Manager to ensure all Latin America and Caribbean staff are enrolled and participating in Water Mission University courses and other ministry training initiatives.
  • Conduct training (virtual and in-person) in coordination with HR field staff on HR related policies and procedures and participate in new hire onboarding as needed.

Employee Relations

  • Work with the International HR Manager and HR field staff to manage and execute HR investigations in Latin America and the Caribbean. Properly document all investigations and assist in the execution of investigation results (Ex. employee discipline, performance improvement plans, dismissal, etc.).
  • Provide coaching and guidance to program leadership and HR field staff to resolve all employee relations matters Biblically and in line with Water Mission values.
  • Maintain working relationships with reliable country program labor attorneys.
  • Other duties as assigned.

What is required?

  • Personal and growing relationship with Jesus Christ.
  • Alignment with Water Mission's Statement of Faith and core values of Love, Excellence, and Integrity.
  • 8+ years of experience as an HR generalist and preferably at least 2 years of experience in international HR management working with developing countries.
  • Fluency in English and Spanish required.
  • Effective manager with at least three (3) years of experience leading professional staff.
  • Experience with managing remote, cross-cultural employees preferred.
  • Experience working in an NGO preferred.
  • Bachelor’s degree required; preferably in Human Resource Management, Business Administration, Organizational Development, or field relevant to HR; Master’s Degree preferred.
  • Project management experience involving concept development through implementation and measurement.
  • Demonstrated competence in employee benefits, compensation, employee relations, performance management, and human resource practices and related laws.
  • Excellent customer service skills with the ability to present information, make recommendations, and influence positively across various levels of the organization.
  • Ability to work independently and in a team environment.
  • Ability to travel internationally at least 4-6 weeks per year. International travel is typically 3-7 days to Honduras, Mexico, Peru, and Haiti and may require long car rides on difficult terrain.
  • Ability to excel in a fast-paced environment with changing priorities while remaining positive.
  • Ability to work well under pressure and meet deadlines.
  • Ability and willingness to work outside of normal working hours to support managers and HR staff.
  • Proven experience developing sustainable HR business strategies and managing the effective execution of those strategies in a multi-national organization.
