About the Refugee Employment Supervisor

JFCS is seeking an organized, experienced leader who understands the employment needs of refugees and is passionate about helping them become self-sufficient and capable of contributing their skills, talents and gifts to the community. This is a newly created position that will oversee all the direct service staff including Job Developers, Employment Case Aides, and Career Counselors, all funded through multiple government programs. This position reports to the JFCS Director of Career Services.


Position Summary

The Refugee Employment Supervisor oversees the implementation and monitoring of all government grants associated with refugee employment. This position is responsible for developing, managing and evaluating programs, activities, and outcomes related to preparing refugees to work and ensuring their self-sufficiency. The Refugee Employment Supervisor leads and oversees a robust cross-disciplinary team that provides for the provision of mandated employment services. The Refugee Employment Supervisor will also be responsible for maintaining healthy relationships with area employers, sub-contractors, and other stakeholders.

Accountability:

  • Supervise the maintenance of accurate data on refugee employment outcomes and the mandated provision of services in compliance with multiple government grants.
  • Supervise the completion of accurate, timely reports through monitoring all case notes.
  • Refine program processes and activities based on consistent quality improvement and evaluation.
  • Supervise all employment team staff by assessing program processes, effectiveness, client outcomes, as well as the implementation of enhancements necessary to deliver compassionate and comprehensive employment services.
  • Approve, monitor and track all direct assistance grants to clients.

Coordination:

  • Develop, monitor, and maintain mutually beneficial collaborations with subcontractors and other resettlement service providers.
  • Coordinate the completion of all funding and program reports monthly, quarterly and annually.
  • Oversee logistics of remote service delivery including the distribution of laptops
  • Resource mapping for best practice in remote service provision.

Development:

  • Identify emerging employment opportunities in the refugee and immigrant community appropriate for JFCS to address.
  • Develop, deliver and promote best practices for area employers who are interested in hiring refugees and immigrants.
  • Develop new program approaches to address emerging needs.
  • Evaluate and modify existing departmental programs and processes to better meet client needs.

Marketing:

  • Represent JFCS refugee employment team at state collaborative meetings and county meetings in order to share updates about employment data, gaps in services, and program successes.
  • Promote the work done by JFCS at various professional and community settings.

Personnel Management:

  • Supervise, mentor, train, support all refugee employment team staff.
  • Develop, implement and coordinate professional development training aligned with program goals.
  • Create a team based on the values of inclusion, respect, warmth, and mutual support.
  • Assist with the recruitment, hiring and onboarding of all incoming refugee employment team staff.
  • Assist with addressing personnel performance and job satisfaction issues.
  • Other duties as needed


Required Skills/Abilities:

  • Must be culturally sensitive to the unique needs of a diverse array of refugees from around the world and provide trauma informed services.
  • Demonstrate a high level of organization to manage multiple grant funded programs while being responsive to clients’ evolving needs, trends within the community, and prioritizing ongoing support for front-line staff.
  • Clear, concise written and verbal communication with clients, staff, partners, case workers and other stakeholders.
  • A collaborative team leader who leads by example and creates an environment that is inclusive, respectful, warm, and supportive.
  • Comfortable using interpreters to communicate effectively.
  • Alert to cross-cultural interference in dealing with staff and clients and be culturally responsive in providing insightful program interventions and a responsive workplace environment.
  • Cultural humility and openness to learning is a hallmark of this position.
  • Ability to work independently and to manage the work of others.
  • Must have access to reliable vehicle, insurance, and valid license.

Education and Experience

  • Bachelors required (Masters degree preferred) in social work, sociology, business, anthropology, or related fields.
  • At least 3 years of experience in refugee service programs.
  • Preferred experience supervising staff.
  • Experience in program planning and development as well as implementation and assessment.
  • Strong administrative management and organizational skills with a keen focus on details required for government grant compliance.
  • Experience with ensuring quality outcomes for clients and fidelity with monitoring requirements.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
