Summary:
The Barrow Water/Sewer Project Manager (PM) is to provide direct oversight of the in accordance with UIC Municipal Services, LLC contract with the North Slope Borough (NSB) providing Areawide Village Water and Sewer Operations, Maintenance and Training.

With the proper oversight, guidance, and direction from the Contract Manager, the PM is expected to effectively execute the requirements of the Contract to meet the Project goals and objectives.

Essential Functions
  • The PM must have the requisite skillset to operate with autonomy to successfully work with the local Public Works Water/Sewer Division Manager.
  • NSB resident operators, provide a safe workplace, and ensure the public health with safe drinking water and responsible effluent discharge in each village.
  • The Barrow Project Manager will manage the Barrow office, staff and current projects that are based in Barrow.
  • Current projects, include, but not limited to, the North Slope Borough Village Water and Sewer Operations, Maintenance and Training contract.
  • This contract includes field operations support in all seven of the outlying NSB villages and support staff working in the NSB Public Works Barrow offices.
  • Project related duties will include providing Client with regular accurate cost/schedule reporting data; coordinating project activities with client departments to ensure project scopes meet client department needs; providing general technical resource for client department; reviewing contracts and invoices, developing budgets and change order requests.
  • In addition, the Barrow Project Manager will be responsible for marketing and business development for the Barrow operations, including maintaining client relationships and attending NSB meetings such as the Assembly and Planning Commission meetings.
  • The Barrow Water/Sewer Project Manager position is Barrow based; however, the successful candidate must be willing to travel to remote rural locations and work for brief periods of time. 5-15 percent of time may be spent traveling to outlying villages of the North Slope Borough and Anchorage.
  • Candidate must demonstrate a good comprehension of Municipal Contract Forms and Administrative processes.
  • An understanding of the North Slope Borough Department of Public Works operations and/or Water and Sewer operations is preferred.
  • Candidate must have experience managing personnel, with an understanding of human resources fundamentals.
  • Experience with scheduling software is also preferred, but not required.
  • Candidate must be a self-starter that is able to work with minimal supervision
  • Public speaking is preferred, but not required.

Minimum Skills/Experience Required:

  • High School Diploma/GED.
  • Candidate must have good technical/contract related writing skills and comprehension of fundamental accounting processes required.
  • Candidate must be Proficient in Microsoft Word, Excel and Power Point required.
  • Minimum 5 Years of Project management experience required.
  • Candidate must have experience managing personnel, with an understanding of human resources fundamentals.
  • Experience with scheduling software is also preferred, but not required.
  • Candidate must be a self-starter that is able to work with minimal supervision.
  • Public speaking is preferred, but not required.
  • Experience working with, or for, the North Slope Borough preferred.
Responsibilities:

Physical Demands:
  • Must be able to lift up to 15 to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically
  • Occasional field work and deployment to remote locations may be required
Authorized Driver Requirement: Employee must have a valid driver’s license and three (3) year clean driving record. Employee must follow all Authorized Driver Policy and Procedures regarding approved vehicle usage.
All employees must pass non-DOT pre-employment drug screening and follow all UIC Non-DOT Drug and Alcohol Testing Program guidelines and requirements.
