The Program Manager is a professional responsible for overseeing continuous operation of all sites assigned. Responsibilities will include supervising and supporting Home Coordinators and Direct Support Professionals and assuring quality services are provided to individuals supported. .
ESSENTIAL QUALIFICATIONS/FUNCTIONS OF THE POSITION: A Bachelor's degree in human services is required. Successful candidate must possess the ability to supervise and motivate staff and demonstrate excellent writing skills. Prefer experience working with challenging behaviors.
The Program Manager position also requires that you successfully complete an initial orientation. This will include CPR, First Aid, Non-Violent Crisis Intervention, Universal Precautions, lifting in-service, a medication administration course and other lectures on basic information regarding State and Federal law relevant to the organization's policies, procedures, rules and regulations. You will be required to update these in-services annually or as notified. A valid Missouri chauffeur's license within the first two (2) weeks of employment is necessary for this position and must maintain acceptable driving status according to Procedure No. 1-8-3, Woodhaven Vehicle Use. Any exception to this requirement must be authorized by the Chief Operating Officer or the Director of Residential and Community Services. Applicant must have the ability to cooperate and work well with the individuals receiving services, their families and staff. This position also requires that you successfully complete the Management Training Curriculum course. All Program Managers who have committed felonies that are listed on the disqualification registry with the Department of Mental Health will be removed from payroll effective immediately unless a request for exception has been approved with the Department of Mental Health.
Essential Qualifications/Functions of the Position also include:
  • Attendance/Ability to work scheduled time. Employees are expected to be reliable when reporting to work for scheduled shifts.

  • Willing to carry/respond to cell phone calls at all times.
  • Expected to provide emergency coverage if an HC 2 has a crisis in both homes
ESSENTIAL PHYSICAL REQUIREMENTS: This is sedentary work requiring the exertion of up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Some homes require lifting a minimum of 50 pounds. See Human Resources or your immediate supervisor for specific homes where lifting is a requirement.
EXAMPLES OF WORK DUTIES/MARGINAL FUNCTIONS OF THE JOB: (any one position may not include all the following nor do all the listed examples include all duties and responsibilities which may be required of the position).
  • Responsible for overall safety and welfare of each individual supported in assigned units.
  • Ensure quality program delivery to all assigned individuals
  • Provide direction and oversight of all aspects of the operation of the sites including supervision of staff and all programmatic aspects.
  • Promote and ensure individual rights, choices, and community inclusion.
  • Make recommendations to the Director of Residential and Community Services on the hiring, corrective action, promotion and termination of employees.
  • Coordinate and assist the Home Coordinators in all licensing and certification surveys and maintain positive relationships with the staff of funding agencies.
  • Write plan of correction for licensing agencies and oversee corrections as needed.
  • Ensure Home Coordinator is scheduling all needed medical appointments and providing information regarding doctor appointments to Health Services. Ensure medical needs and information is shared with all team members.
  • Be available to respond readily to phone calls, to the needs of staff within the assigned homes and others associated with Woodhaven, except when officially relieved of such duty.
  • Required to respond to calls 24 hours per day, 7 days per week. If you are unavailable, it is your responsibility to make arrangements for someone else to cover your homes for you during your absence.
  • Coordinate and assure continuous in-service and training for assigned employees.
  • Ensure that all policies and procedures of the agency are carried out in area of responsibility.
  • Monitor expenses of assigned homes and ensure that they are within budget in those areas over which they have control. Authorize overtime as needed.
  • Prepare reports required by law or regulation to be submitted to various governmental agencies for the assigned homes.
  • Support agency policies within and outside the agency.
  • Represent the agency at governmental, professional and community meetings as assigned.
  • Complete and review performance plans and performance appraisals of assigned staff in a timely, efficient and effective manner.
  • Assist Home Coordinator in developing and implementing Behavior Management Plans.
  • Reflect values of organization and maintain principal center leadership.
  • Develop a complete working knowledge of the State Department of Mental Health licensing regulations, Medicaid Waiver procedures and CARF principals in order to facilitate compliance.
  • Assure confidential information is upheld in accordance with Woodhaven policies, procedures, DMH regulations, State and Federal laws.
  • Perform additional duties not specifically listed when emergencies or unusual situations arise and/or as assigned by supervisor or leadership staff.
