The Work You Will Do:

The Office of Resilience and Coastal Protection is seeking a Program Administrator within the Office of Resilience and Coastal Protection (ORCP). This position is responsible for management and supervision of the Coastal Engineering and Geology Group (CEG) consisting of a nine person staff. Responsibilities include coastal engineering and geology, and topographic surveying in support of the beach management funding, planning and regulatory programs within RCP. The CEG staff provides technical support through evaluations of coastal conditions, including historical shoreline changes and storm impact assessments, through evaluations of proposed beach and inlet management activities, and through analysis of project monitoring data.

Your Specific Responsibilities:

The Program Administrator is responsible for overseeing and directing the work staff. Complete performance reviews within a specified time frame for staff members. Management of personnel include recruitment, training and guiding staff through the Department’s policies and procedures.


Performs as Program Administrator over management and supervision of the Coastal Engineering and Geology Group. Responsible for oversight and management of engineering, geology, surveying and GIS support activities for beach management funding, planning and regulatory programs, and for the other statewide and regional programs within ORCP.


This position’s primary responsibility is administration of the Coastal Engineering and Geology Group (CEG). The Program Administrator assists with the development of guidelines for the review of coastal engineering and geology information and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.


This position represents the CEG staff in meetings with permit applicants, local government project sponsors, and consultants related to engineering and geotechnical issues, and as necessary, serves as an expert witness in administrative hearings.


This position is a member of DEP’s Disaster Response Team and in that capacity may be required, on short notice, to perform duties and necessary attendant travel in support of disaster relief efforts. The CEG program administrator oversees post-storm impact assessments to evaluate the effects of major storm events on coastal construction and beach and dune resources, and the preparation of post-storm reports.


Assists with the development and implementation of rules and procedures.


Schedules and conducts periodic engineering review meetings as necessary with staff to discuss current projects and to coordinate completion of engineering reviews. Represents the CEG staff in meetings with JCP applicants, local government project sponsors, and consultants related to engineering issues of assigned projects. As necessary, serves as an expert witness in administrative hearings. Coordinates with the Compliance Officer and other appropriate staff on permit compliance activities.


Perform other duties as assigned.


Required Knowledge, Skills, and Abilities:

The position requires an expert knowledge of coastal littoral sediment transport processes and ocean inlet tidal hydrodynamics, coastal geology and geomorphology, and the engineering and design of beach restoration and erosion control structures.


Minimum Qualifications:

A graduate degree in coastal or ocean engineering, or related coastal science field, and a minimum of five years of experience practicing coastal or ocean engineering, or an equivalent combination of professional and academic work experience.

Valid Driver License.


Preferred Qualifications:

Licensure as a Professional Engineer.
