About Us:

The Ohio Department of Administrative Services (DAS), Office of Information Technology (OIT) is seeking an experienced and motivated professional to serve as an IT Strategist (Information Technology Consultant 3) for the IT Strategy and Investment Management team.

Led by Director Kathleen C. Madden, the Ohio Department of Administrative Services is the engine of state government, providing innovative solutions and supporting the efficient operation of state agencies, boards and commissions. The Office of Information Technology at DAS delivers information technology (IT) and telecommunication services to State of Ohio agencies, boards and commissions.


What You'll Do:

The Information Technology Strategist’s responsibilities, under direction of the Manager of Enterprise Strategy and Investment, include:

Product Development
  • Prepare, oversee, and maintain effective agency engagement processes for OIT IT Strategic Planning Direction
  • Increase and strengthen collaboration across DAS/OIT business units and state agencies.
  • Works closely with Investment Analysts to establish effective communications, processes, and interaction with state agencies to support IT Strategy and Investment Management IT planning direction and applications and web sites.
  • Seek innovative solutions to maximize the state’s investment in technology and enhance the efficiency and effectiveness of IT strategic planning processes and applications.
  • Provide effective operation of the IT planning applications
  • Develops standards, best practices, and strategies for content creation and maintenance for IT strategic planning direction based to DAS/OIT standards and policies.
  • Ensure IT strategic planning content is on-brand, consistent in terms of style, quality, and tone of voice to diverse audience.
  • Prepares reports and develops briefs to support discussion and tasks involved in the strategic planning process.
  • Writes and edits research papers and reports on a variety of information technology trends, issues, and practices.
Innovation Committees and Working Groups
  • Supports Innovation Committees and Working Groups from opportunity definition, planning, agency engagement and execution.
  • Facilitates the work of cross-functional work teams and makes recommendations on a wide variety of complex technical issues.
  • Writes technical reports, status reports, workshop/training materials to support committee governance.
  • Independently evaluates long-range information system plans.
  • Coordinates special research & studies, writes reports on findings & presents reports to senior-level management and other state leadership.

Performance Management
  • Participates in the development of a technology roadmap that aligns IT strategic initiatives with the business needs of the state.
  • Assists OIT’s management team in developing strategies to achieve enterprise goals, prioritizing technology initiatives, and setting timetables for the evaluation, development, and deployment of services
  • Monitors and explores industry and technology trends, emerging technologies, and innovative solutions to assess applicability and viability for Ohio state government.
  • Conduct analyses to identify statewide and program strengths and weaknesses, and opportunities for innovation and growth
  • Applies critical thinking and problem-solving techniques to analyze and interpret available data and research and formulates possible solutions that inform decision-making.
  • Define the data and analytics parameters and conduct usability testing to gauge content effectiveness for IT planning direction and applications and make recommendations based on those results.
  • Establishes sound performance management practices for content, communications, consistency, analytics, and meaningful measurement.
OIT Support/Administrative
  • Leads or participates in cross-functional teams within the Investment Governance Division, and across OIT business units, on enterprise IT initiatives, policies, principles, standards, guidelines, and procedures.
  • Actively engages as a contributing and supporting member of the OIT enterprise planning team and represents OIT in a unified manner within the division and across agencies.
  • Champions OIT’s transformational initiatives and improvements for all customers and is committed to organizational success within OIT.
  • Creates and adheres to project schedules by developing project plans, estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project lifecycle, conducting regular project meetings, and reporting progress.

Qualifications

Completion of undergraduate core program coursework in information technology, electrical engineering or telecommunications; 5 yrs. exp. in information systems analysis, design & operations; 18 mos. exp. in project/program management; 2 courses or 6 mos. exp. in budgeting.

  • Or 12 mos. exp. as Information Technology Consultant 2, 64162.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Knowledge, Skills and Abilities:

Knowledge:
1. Trends and direction of emerging technologies, best practices regarding their use, and their potential application and value
2. Enterprise Architecture Framework and methodologies*

Skills:
1. IT strategy development and planning, and designing strategic IT plans for a large organization
2. Advanced analysis techniques and the ability to synthesize complex or diverse information, collect and research data, use intuition and experience to interpret and recommend actions based on results of data analysis
3. Use of a variety of tools for preparing reports, streamlining business processes, and for explaining and documenting project plans and processes
4. Operating a personal computer including the use of Outlook, Excel, Word and other office productivity software
5. Working collaboratively with teams, exercising excellent interpersonal skills with internal and external customers, agency representatives, technical teams, vendors, and other stake-holders
6. Listening and understanding internal and external customer needs
