General Description and Classification Standards

Plans, organizes and directs inventory management activities involving the procurement, receipt, storage, issuance, item management and accounting for a wide variety of supplies, materials and equipment. Duties include, but are not limited to: planning, evaluating and monitoring the work of subordinate personnel; approving expenditures and monitoring account balances; developing and installing accounting systems and controls; and preparing and monitoring annual operating budgets.


Supervision Received

Direction received is very general and focuses on end results and is typically collaborative in nature.


Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Plans, organizes, directs, controls and coordinates assigned accounting and financial functions and programs in order to establish operational priorities.

Develops, recommends and negotiates new and revised contracts, requests for bids, supplies and technical services to improve effectiveness of division programs.

Administers substantial contractual agreements, including drafting, negotiation, renewal, payment authorization and the execution of contracts.

Prepares monthly journal entries in accordance with GAAP to ensure financial activity is stated correctly.

Directs the preparation of service charges to user agencies and monitors billing procedures.

Assigns responsibilities, takes corrective actions, demonstrates leadership and evaluates, develops and motivates employees.


Leadership Provided

Supervises, schedules, assigns, monitors, reviews and evaluates the work of assigned staff.


Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

Knowledge of inventory management theories and principles, including the procurement, item management and accounting for a wide variety of supplies, materials and equipment. Skill in analytical techniques, maintaining accounting and financial records, and communicating and interacting with subordinates and employees, etc.

Ability to develop and use computer based spreadsheets, graphs, summaries and reports. Ability to prepare and/or supervise preparation of financial, budgetary and inventory management records and reports.

Qualifications


Minimum Qualifications
- Education and Experience

Bachelor’s degree in finance, accounting, business or public administration or a related field.

3-5 years' of inventory control and supervisory/managerial experience required; equivalent professional experience may be considered for substitution for the required degree on an exception basis.


Preferred Education & Experience

Bachelor’s degree in finance, accounting, business or public administration or a related field and 5-8 years' of inventory control management preferred.


Licensures and Certifications

None required.
