Responsibilities:

This is a highly responsible position performing a wide variety of professional, administrative, analytical, and coordination duties in support of the Recruitment, Classification, and Background Screening sections in the human resources office for Tacachale. This position is under the supervision of the Human Resources Manager. – SES. The duties and responsibilities include but are not limited to the following:


Keeps the Human Resources Manager apprised of potential critical issues upon initial receipt of information.


Independently manages and coordinates all reassignments, recruitment, and Level II background screening responsibilities for Tacachale to ensure compliance with applicable policies and procedures. Ensures background screening requirements are met in accordance with Chapters 100 and 435 F.S. Provides technical assistance and advice to facility and department directors, administrative staff within each department/facility, Human Resources staff and the Center Administrator.


Develops methods and procedures for recruitment and background screening. Gathers data, analyzes, and makes recommendations to assist management in the development of policies and procedures across all functional areas of Human Resources.


Manages the recruitment process for the hiring of Tacachale positions by overseeing all job announcements, application processing, tracking of recruitment, and interpreting rules pertaining to employment.


Provides support and advice on the recruitment process to departmental heads; advises departmental heads of the status of vacancies as needed and sends vacancy reports.


Manages the background screening process for all employees, volunteers, contract employees, and applicants.


Manages administrative leave for staff with active investigations.


Assists with processing recruitment packets to include references and Level II background screenings.


Processes the Clearinghouse screenings requiring a resubmission or renewal and enters the information in the WORKS system for payment.


Establishes, develops, and maintains recruitment contacts in the Greater Gainesville area (including Alachua and surrounding counties.)


Develops professional relationships at the high school, college, and community level that promote Tacachale career opportunities.


Attends community job fairs, career days and other employment venues and opportunities, as well as plans and coordinates internal career fairs and interviews.


Reviews regularly job search websites for potential candidates and engages them in the application process.


Chairs Tacachale Recruitment and Retention Task Force.


Performs other related duties as assigned or requested by the Human Resources Manager.


Knowledge, skills, and abilities:

Knowledge of the principles of human resource management

Knowledge and ability to plan, organize and coordinate work assignments.

Knowledge and ability to use various computer programs (i.e., Microsoft Office Suite, Outlook, etc.)

Ability to compose correspondence of a complex nature and the ability to meet deadlines.


Minimum Requirements:

This position may be required to perform essential services before, during, and after an emergency per APD OP 2-0035.


This position is critical to the safety and supervision of residents and may require the incumbent to work beyond their normal work schedule to maintain minimum coverage levels in the facility.


Must have at least three (3) years of recruitment experience in a Human Resources Department

Must have at least two (2) years of supervisory experience

Must have a valid driver’s license.

Background Screening Requirement: It is the policy of the Florida Agency for Persons with Disabilities that candidates being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and be screened in accordance with the requirements of Chapter 435, Florida Statutes, and if applicable Chapter 408, F.S.

Background screening shall include, but not be limited to: Fingerprinting for State and Federal criminal and juvenile records through the Florida Department of Law Enforcement (FDLE), and Federal Bureau of Investigation (FBI) and may include local criminal records check through local law enforcement agencies. Also, employees are subject to background re-screening at least every five (5) years.
