Job Summary
Performs professional, administrative, technical and supervisory work of a responsible nature involving all phases of grant management for federal, state and local competitive and entitlement grants. Work is performed under the administrative direction of the Director of Legislative and Community Affairs, with wide latitude for independent judgment in making technical and procedural decisions with respect to the coordination, development, and effectuation of the City's Legislative and Community Affairs Programs. Assists the Director in a wide array of functions including fiscal analysis for Legislative and Community Affairs Department.

Essential Job Functions
  • Administer CDBG, HOME, SHIP, HLMP and grant funds.
  • Develops and amends the Consolidated Plan, Annual Action Plan, Citizen Participation Plan, Analysis of Impediments, LHAP and any other required plans, policies and documents for implementation and monitoring of all programs.
  • Prepares, update and manages grant budgets, grant proposals, supporting documents and annual grant applications.
  • Monitors and ensures program, project and contractor compliance with federal, state and local rules and regulations.
  • Complete necessary reporting to allow the City to receive funding from grant sources including monthly reports, quarterly reports, annual reports and other applicable reports.
  • Responsible for Environmental Reviews, Section 3 and Davis Bacon reporting for entitlement grants.
  • Prepare and present staff reports to Affordable Housing Advisory Committee, Education Advisory Board and other local government agencies.
  • Performs research and analysis to compile reports, cost estimates, etc.
  • Develops, coordinates and implements special project assignments.
  • Operates personal computer and other office equipment.
  • Oversee and monitor work completed by City Consultants.
  • Perform other tasks as required

Typical Qualifications

Education and Experience:
Bachelor’s degree in Business Administration, Public Administration, Urban Planning or related field with at least two (2) years of progressively responsible experience in community development to include federal and state grant programs.
Master’s degree preferred.

  • Knowledge of pertinent federal, state and local rules, regulations, ordinances and other regulatory standards applicable to grant funds.
  • Knowledge of the functions and organization of municipal government.
  • Ability to prepare statistical, budgetary and financial reports for federal, state and local government agencies.
  • Ability to plan and conduct meetings and conferences.
  • Knowledge and understanding of IDIS, DRGR and other systems.
  • Ability to implement and coordinate legislative and community affairs programs.
  • Knowledge of grant and budget preparation and administration.
  • Knowledge of principles and practices of housing and neighborhood planning.
  • Skill in prioritizing work assignments.
  • Ability to establish and maintain effective working relationships with property owners’ lenders, contractors, funders, citizen groups, contractors, consultants and other agencies.
  • Ability to communicate effectively with City staff and the public both orally and in writing.
  • Applies knowledge of terminology, principles, procedures and methods as they pertain to the program operations and activities.
  • Applies knowledge of the principles and practices of contract management, grant administration, and governmental operations.
  • Applies knowledge of federal and state accounting procedures governing participation in governmental fiscal programs.

Physical Demands
Depending on functional area of assignment, tasks may involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of standing and/or walking.

Work Environment
The worker is not substantially exposed to adverse environment conditions: job likely consists of typical office work or administrative work. The employee works in a dynamic environment that requires them to be sensitive to change and responsive to changing goals, priorities, and needs.

Work Hours
Monday-Friday 8:00 – 5:00pm (nights, weekends and holidays as required)

City employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.
