Overview

The Business Support Services Division at the Agency of Transportation is seeking a Financial Manager III. This position will be responsible for a Transportation Division or Bureau's budget development, preparation, and maintenance, including preparing annual budget projections and contingency planning, providing monthly expenditure reports from various accounting software, analyzing trends, and advising the Financial Director, CFO and other members of the management team about the status of the division's finances and needed adjustments. As the financial lead for a Transportation Division or Bureau, you will also assist in performing short and long-range planning to achieve the goals and objectives. Interaction with Project Managers, program managers and division leadership regarding multiple funding sources available for multiple projects is expected. This position collaborates with other Financial Managers to support other Transportation Divisions than the primary one assigned, as requested.


This position may be eligible to telework, however there is a periodic in person work requirement. Permission to participate in telework is applied for on an individual basis annually.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
