Job Description

JOB SUMMARY

This position performs field inspections of infrastructure associated with residential and commercial developments as well as the City’s capital improvement construction activities such as roads, water, sanitary sewer, and stormwater. The position assures construction, work quality and materials conform with the approved contract drawings and specifications. Work is performed under specific City, state and federal regulations, guidelines, and standards. The Inspector will establish and maintain effective working relationships with builders, contractors, developers, and the public as well as City staff of other departments. The Inspector receives direction from and reports to the Construction Management Program Assistant Manager.


ESSENTIAL FUNCTIONS

  • Inspect City infrastructure and new construction of water, sanitary sewer, storm drains, and roads of utilities, subdivisions and work impacting City rights of way.
  • Manage assigned construction projects for private developers, capital improvement projects, and the public to include ensuring contractor compliance with plans, specifications, permits, deadlines, contracts, and budget guidelines.
  • Provide information and requirements to contractors and developers and explain codes to assure compliance with approved construction drawings and applicable City and state construction regulations, policies, and standards.
  • Measure quantities for payment on Capital Improvement projects.
  • Complete and maintain detailed records of inspection activities and other project documentation.
  • Update and maintain as-built drawings and other project records
  • Resolve or mitigate problems and concerns of contractors, engineers, and the public.
  • Assist Development Surveyor as needed with staking for a variety of assigned construction projects.
  • Operate survey equipment to perform field surveys as needed.
  • Perform general office tasks and special projects, including providing information and assistance for public inquiries at the department counter.
  • Participate on assigned teams and/or committees.
  • Assist in preparing a variety of regular and special reports.
  • Provide oversight for the repair of hazardous sidewalks under enforcement action.
  • Complete final inspections for request for occupancy and reports on issues within the right-of-way.
  • Perform additional related duties as assigned.

SUPERVISORY CONTROLS

The Construction Management Program Manager or Assistant Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.


GUIDELINES

Guidelines include ADA regulations, City design standards, City construction specifications, building codes, OSHA regulations, storm water regulations, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of varied specialized duties. Strict regulations combined with the variety of duties to be performed contribute to the complexity of the position.
  • The purpose of this position is to provide technical support for division functions. Successful performance contributes to the design and construction of City infrastructure.

PHYSICAL DEMANDS/WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light objects, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is occasionally exposed to dust, dirt, grease, machinery with moving parts, and heavy traffic. Work requires the use of protective devices such as masks, goggles, gloves, etc.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to skills typically associated with specialized engineering or engineering technology education as follows.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, or any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities to perform the job.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Washington for the type of vehicle or equipment operated.
  • Previous experience in municipal government sector preferred but not required.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.

Employees of the City receive eleven (11) paid holidays plus one (1) floating holiday annually. Vacation accrual begins at 12 days annually and increases with years of service. Sick leave is accrued at the rate of eight (8) hours per month.
