DFW Restoration Coordinator

Closing Date:

Nature of Work and Duties:

Under the direct supervision of the Director of the Division of Fish and Wildlife and the Fisheries Section (FS) Supervisor, the incumbent will be responsible for coordinating, planning, developing, and updating CNMI coral restoration efforts. The incumbent will work with DFW fisheries biologists, CNMI Bureau of Environmental and Coastal Quality (BECQ) staff, other natural resource agencies, stakeholders and incorporate feedback into management plans. The position will be primarily based at the CNMI DFW office on Saipan. The FS Supervisor evaluates this position based upon the “Duties and Responsibilities’ as listed below.

The DFW Restoration Coordinator will assist with the development of the DFW coral management programs. The DFW Restoration Coordinator will represent the interests of CNMI’s Division of Fish & Wildlife and its constituents. The position reports directly to the Director of Fish & Wildlife on Saipan.

Specific duties of the DFW Restoration Coordinator will include:

  • Lead the CNMI’s Coral Reef Restoration Working Group consisting of state and federal natural resource agencies, non-governmental organizations (NGOs), and commercial stakeholders such as the Hotel Association of the Northern Mariana Islands (HANMI), the Northern Mariana Diving Operators Association (NMDOA), and other interested entities.
  • Conduct quarterly Restoration Working Group meetings to discuss restoration activities, capacity needs, and future coral restoration plans.
  • Assist in the development, management, update, coordination and implementation of the CNMI’s Restoration Action Plan to ensure a unified direction related to jurisdiction coral restoration activities.
  • Coordinate and consult with natural resource agencies and stakeholders to identify issues such as but not limited to restoration needs, concerns, impacts to coral reef ecosystems.
  • Identify, compile, review, manage, and coordinate in the analysis of available coral reef ecosystem information to examine the trends to evaluate the effectiveness of current coral reef ecosystem management measures and combine duplicative restoration work to improve restoration efforts.
  • Compile, review, coordinate and develop recommendations to management on relevant DFW policies, regulation, and laws needed to improve coral reef ecosystem management in the CNMI.
  • Develop, disseminate, and coordinate public education and outreach efforts on coral restoration to target audiences.
  • Participate in field work to collect biological data for analysis as needed.
  • Assist in developing a Fish Habitat Program with DFW that will identify potential restoration projects and funding sources to support fish habitat restoration activities within the coral reef ecosystem.
  • Develop, write and coordinate the management of grant proposals to support, complement and/or supplement current coral restoration projects.
  • Track and analyze project progress to ensure goals and objectives are met.
  • Prepare technical and administrative reports on plans and findings and provide biological input on management decisions.
  • Prepare semi-annual performance progress reports, participate in bi-monthly Coral Principal Investigator (PI) meetings, and establish rapport with other PIs involved under the CNMI’s Coral Reef Initiative.
  • Will serve, as appointed by Director, on CNMI committees tasked with the goal of natural resource management.
  • Perform travel as assigned.
  • Perform other related tasks as assigned.

Knowledge, Abilities and Skills:

  • Good creative writing, technical writing, communication and interpersonal skills
  • Possess a working knowledge of tropical marine ecosystems (Coral reef ecosystems).
  • Ability to develop, write and submit grant proposals.
  • Experience in developing, coordinating and implementing outreach programs.
  • Experience in coordinating and implementing projects, meetings, workshops, trainings, etc.
  • Experience in the organizing and facilitating meetings.
  • Ability to summarize, collate and report on meetings and discussion outcomes.

Qualification requirements - education, experience, and training:

Desirable Experience and Training: Master’s degree in communications, creative writing, technical writing or closely related field and a combination of Three (3) years’ experience in meeting facilitation and reporting, project management, and program planning. A successful candidate will have experience working closely with local and federal agencies, will work well in teams while being independent, and will demonstrate resolve in addressing issues. A successful candidate will have experience in facilitating positive relations between program team, the public, media, stakeholders, and all other involved parties. Flexibility, patience, and tolerance in a multicultural community like that of the CNMI are essential. Must be able to handle the logistics associated with working/living on a small island. Candidates interested in long-term employment (3+ years) are desirable.

Other: The incumbent will have excellent analytical, critical thinking, and problem-solving skills. Flexibility, patience, and tolerance in a multicultural community like that of the CNMI is essential. Able to function individually or as a member of a small team and must be able to handle the logistics associated with working/living on a small island.

Term:
This position requires at least three (3) years of commitment to the CNMI Division of Fish and Wildlife from the date of hire, and is renewable upon satisfactory performance and the availability of federal funds.
