Salary Range: $4,541 – $6,105 Monthly

This position is eligible for telework. The telework schedule to be determined by the position supervisor.

The Research and Data Analytics (RDA) Team within the Washington State Department of Corrections is seeking a diligent and curious individual to join their team as a Management Analyst 3 (MA3)! The goal of the MA3 is to support the work of the RDA team while engaging customer outreach, and assisting in the transformation of data into information for organizational development.

As an MA3, you will collaborate and dive deep into requirement elicitation and customer relationship management on requests that have significant impact to our internal and external customers. We support a broad range of customers to include, but are not limited to, legislative staff, the Office of Financial Management staff, the Governor's Policy Office, the Washington State Institute for Public Policy, and organizations and institutions that have requested data and/or technical advice.

We are searching for an organized individual to fill the critical role of MA3 and help streamline the request process, in addition to designing and administering customer education about what RDA can provide. Duties

As a Management Analyst 3, some of your duties will include:
  • Outreaching and coordination with internal and external customers to help advance DOC’s use of data for decision making including:
    • Working with the BIOS, Research, and Infrastructure units
    • Creating training and documentation based on findings and input from business owners
    • Drafting language for topic area fact sheets covering basic operations information to go on internal and external websites.
  • Accepting intake requests, eliciting requirements from customers, and identifying opportunities for Data Analytics to contribute to agency goals to include:
    • Corresponding with customers in a responsive, accurate, and timely manner
    • Creating, organizing, and facilitating a Data Users group within DOC to establish standards for visualization and documentation agency-wide
    • Supporting Research Review Committee activities, including stakeholder coordination and feedback in order to assist the group in identifying and advancing the agency’s research priorities
    • Creating and conducting trainings to improve comfort reading and manipulating data in the agency
  • Contribute to problem-solving efforts as identified and prioritized by agency leadership. Serve as consultant in ongoing efforts to optimize DOC's ability to assess policies and practices
  • Seek solutions to continuously improve the information produced and distributed by data analytics
  • Perform other duties as assigned or required

Qualifications

What we need (required qualifications):
  • Bachelor's degree in criminal justice, sociology, statistics, public administration, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
OR
  • Four (4) years of experience working with SAS (or equivalent statistical software) and/or Structured Query Language (Microsoft SQL or equivalent) to respond to research and/or policy-related inquiries
AND
  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points
  • Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity
  • Able to work independently and as part of a team
  • Basic proficiency skill level in Microsoft Excel
  • Basic proficiency skill level in Microsoft Word and Outlook

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
