JOB TITLE: CHIEF OPERATIONS OFFICER


JOB SUMMARY:
Direct and manage support operations of the district including child nutrition, transportation, maintenance and custodial programs, construction management, risk management, and environmental safety. Demonstrate support for the district's student management policies and expected student behavior related to operational aspects of the district (transportation, food services, classroom facilities, etc.). Participate as a member of the Superintendent’s Leadership Team.


ESSENTIAL FUNCTIONS:

Capital Improvement

  • Manage construction projects for safety, code compliance, adherence to timelines and minimizing interruptions to school operations in cooperation with the Superintendent
  • Facilitate design and planning of projects, to include leading stakeholder groups both internal and external; regularly communicate with building administrators when projects impact their building
  • Establish cost effective partnerships with vendors, contractors and other sources
  • Develop and implement long range plan utilizing general fund, building fund and the bond fund to facilitate property acquisition as needed, facilities development aligned with enrollment trends, and management of facilities upkeep and aesthetic value
  • Facilitate the District’s capital improvement strategic plan, including but not limited to bond issue development and implementation
  • Coordinate with project managers, construction managers, contractors, and consultants during the planning, construction, and closeout phases of site construction projects or modernization
  • Monitor progress of construction projects, daily and long term, and supervise building inspectors; represent District at construction planning meetings with contractors and architects; meet with architects and other facilities consultants or contractors to coordinate future projects planning; review change order requests from architects for acceptability and cost and keep the Superintendent apprised; review construction schedules and ensure timely completion of such projects; make field decisions on construction issues, as necessary
  • Prepare notices, public information documents, and other information items including resolutions, agenda items and documentation required for Board action
  • Work with the district personnel in projecting student enrollment, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.

Transportation

  • Establish long range planning to ensure cost effective fleet acquisition, rotation and replacement.
  • Oversee the Director of transportation to ensure effective communication, cost effective fleet and route planning, maintenance of records, maintenance schedules and training
  • Monitor the transportation budget for both maintenance and personnel costs


Child Nutrition

  • Establishes partnerships with both internal and external stakeholders to provide healthy and pleasing options for student and staff meals
  • Develop and implement communications processes to foster participation in the school meal program, including but not limited to, participation in free and reduced meal options
  • Collaborate with CFO to facilitate claims and expenditures associated with child nutrition
  • Conduct regular review and competitive analysis of vendor contracts


Maintenance and Custodial

  • Develop and implement long range strategic plan for the replacement and maintenance of buildings and grounds equipment, fixtures and materials, in accordance with industry standards
  • Ensures physical structures in new and existing facilities are ADA compliant
  • Develop and organize ongoing, long range, and preventive maintenance plans and programs for sites, buildings and equipment, including grounds keeping, transportation, and custodial services
  • Regularly communicate with other administrators, personnel and outside organizations to coordinate work, construction, supply, equipment and personnel requirements to resolve issues and conflicts and to exchange information, as appropriate and as needed; provide recommendations concerning equipment, materials, personnel, policies and procedures to assure an economical, safe, compliant and efficient work environment
  • Coordinate with vendors, including but not limited to, custodial contractors


Sustainability and Risk Management

  • Facilitate employee work-place safety programs (audits, investigations, communications, risk analysis, etc.)
  • In coordination with the Executive Director of Human Resources will oversee all aspects of worker’s compensation program (insurance, claims, competitive bidding, etc) return to work, light duty
  • Minimize District liability by facilitating regular analysis and implementation of insurance policies including worker’s compensation, property and casual, liability and automotive.
  • Responsible for developing, monitoring and ensuring implementation of an energy management program, pursuant to approved policy and guidelines, for the purpose of reducing utility consumption


EDUCATIONAL/TRAINING REQUIREMENTS:

  • Bachelor’s Degree Required; Master’s Degree in Educational Administration, architecture, engineering or related field preferred
  • Minimum of five years in a supervisory capacity; demonstrated success in project management preferred
  • Ability to communicate with various groups of people, including communication with parents, teachers, transportation, administrators, and outside agencies; adapting to changing work priorities; meeting deadlines and schedules; setting priorities; working as part of a team; working with detailed information/data; schedule activities, meetings, and/or events; gather, process, and distribute information and data; and public service skills to include congeniality, professionalism, and excellent oral and written communication.
  • Identify, define, analyze and recommend solutions to administrative operational and programmatic problems related to the District’s operational needs
  • Responsibilities include: working independently under broad organizational policies to achieve organizational objectives; providing information and/or advising others; and supervising the use of funds. Utilization of resources from other work units is often required to perform the job's functions. There is the opportunity to significantly impact the Organization’s services.
  • Demonstrated experience and knowledge of, and ability to effectively plan and provide training in, facility maintenance and construction, grounds keeping, irrigation controls, pest control, energy management, emergency response and risk management and energy conservation activities
  • Valid driver's license and clean driving record; reliable transportation for frequent district wide travel


WORKING CONDITIONS:

  • Occasional outside work with exposure to extreme hot and cold temperatures, dust, noise, vibration, and chemical and electrical hazards.
  • May experience constant interruptions, inflexible deadlines, and changes to normal routines.
  • The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some climbing and balancing; some stooping, kneeling, crouching, and/or crawling; and fine finger dexterity. Generally the job requires 50% sitting, 25% walking, and 25% standing. This job is performed in a generally clean and healthy environment.

  • 238 day contract - Executive Director Scale
