Position Overview

The Department of Human Services is seeking to hire an administrator to oversee Change Management for the Assistant Secretary of Operations in Springfield. This position works in coordination with agency senior management to analyze, monitor, and assess critical processes and activities affecting policy and organization; acts as representative of the Assistant Secretary on Department-wide projects and work teams to conceive, develop and implement procedures and practices to promote an improved and integrated network of services to persons served by the Department’s programs; coordinates, directs and participates in a variety of special projects, many of which are of a sensitive and/or highly confidential nature, as directed by the Assistant Secretary; participates in planning, policy and programming activities mandated by legislation, regulations and the Assistant Secretary; and provides technical advice, recommendations for program improvements, and policy development ideas while attending high level confidential meetings with senior management to discuss changes impacting the department and its processes statewide.

Job Responsibilities

  • Serves as Change Management Administrator for the Department of Human Services (DHS).
  • Works in coordination with agency senior management to analyze, monitor, and assess critical processes and activities affecting policy and organization.
  • Acts as representative of the Assistant Secretary on Department-wide projects and work teams to conceive, develop and implement procedures and practices to promote an improved and integrated network of services to persons served by the Department’s programs.
  • Coordinates, directs, and participates in a variety of special projects, many of which are of a sensitive and/or highly confidential nature, as directed by the Assistant Secretary.
  • Participates in planning, policy and programming activities mandated by legislation, regulations, and the Assistant Secretary.
  • Provides technical advice, recommendations for program improvements, and policy development ideas while attending high level confidential meetings with senior management to discuss changes impacting the department and its processes statewide.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to successful completion of four (4) years college with significant course work in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private organization.

Preferred Qualifications (in priority order)

  • Post-graduate training in the subjects of operational excellence/and or continuous improvement including, but not limited to, Toyota Production System, Six Sigma, Lean, Lean Six Sigma, ISO 9001, Malcolm Baldrige, or Total Quality Management.
  • Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Three (3) years of experience successfully leading large scale operational excellence and/or continuous improvement projects.
  • Bachelor’s degree with a major in business administration, public administration, or operations management.
  • Three (3) years of professional experience communicating with both internal and external stakeholders, including leaders, cross-functional partners, and peers.
  • Three (3) years of professional project management experience for a public or private organization.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.
