A $3,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.

  • · $500 will be awarded in the first paycheck.
  • $1,000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
  • · $1,500 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.

The City of Virginia Beach Department of Human Services is seeking to hire a candidate who has experience working with adults with serious mental illness in a correctional center and working with re-entry services to include release planning for the Adult Correctional services program.


  • Provides daily oversight of Jail Educational Services within a male BLOCK at the Virginia Beach Correctional Center.
  • Coordinates with MHSA units for JES.
  • Facilitates and monitors curriculum - based educational groups for Jail Educational Services.
  • Completes referrals for intakes to expedite access to MHSA services.
  • Completes updates and discharges and compiles other information in support of program and licensure requirements.
  • Provides efficient documentation (Individual Service Plans, progress notes, etc) in client records in accordance with QA standards.
  • Inputs data into Anasazi (Electronic Health Record).
  • Coordinates with community agencies and MHSA units for community - based service referral.
  • Compiles information in support of program requirements and state performance contract.
  • Assists Supervisor in preparing reports requested by VBCC personnel.
  • Chairs designated staff meetings as assigned.
  • Informs Supervisor about all difficult cases.
  • Meet with Supervisor to report on progress of program and problem-solve programmatic situations.
  • Attends regional or community workshops or conferences relative to substance abuse/ Reentry Services issues as they impact upon the criminal justice system.
  • Ensures all client rights to confidentiality are safeguarded in accordance with current federal regulations.
  • Assists the Supervisor in all other administrative functions in support of the Adult Correctional Services, as needed.
  • Provides clinical documentation and assures that all filing of clinical information and submission of billing information are done accurately and within the time frame required.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields utilizing the required knowledge, skills, and abilities such as, sociology, psychology, or special education. Required to have, or obtain, a current and valid driver’s license. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. May be required to qualify as Qualified Mental Health Professional or related designation as required by program.

Preferences:

Two years’ experience working with adults with serious mental illness.
Experience working with the SMI population in a Adult Correctional Center.

Experience with Electronic Health Record.

Special Instructions:

Must be registered with the Virginia Board of Counseling as a Qualified Mental Health Professional-Adult (QMHP-A).
