BRIEF JOB DESCRIPTION: This entry level professional services position is responsible for assisting day-to-day activities of the stormwater engineering team in the Bureau of Land Resources (BLR). The team is primarily responsible for the implementation of the DEP’s “Stormwater Management Rules (Chapter 500)” and reviews land development projects requiring DEP permits. This position will review the stormwater management plans and systems proposed for the land development projects. The position will be involved with the administration of the five-year recertification program, which aims to ensure that the stormwater management systems approved by DEP permits operate as intended. The position will routinely interact with the applicants/permittees, their representatives, and BLR project managers. The position will assist with updating the stormwater best management practices manuals, developing new training, education, and outreach materials. This position will handle routine compliance activities which include review of the plans, reports, other submittals, and conducting site inspections. The physical work location of this position will be based out of one of the DEP offices in Augusta, Bangor, or Portland, with the opportunity to telework consistent with DEP policy. BLR will provide professional development opportunities for the position. This position will be overseen by the environmental engineers of the team, as required, and supervised by the team leader, a senior environmental engineer.

Other job duties include:

  • Conducting project reviews in a timely fashion;
  • Evaluating stormwater problems and communicating solutions to DEP staff, contractors, and landowners;
  • Assisting with the training activities and workshops;
  • Participating in the pre-application, pre-submission meetings for the land development projects.

Preference will be given to candidates with skills and/or experience in:

  • Excellent time management, communication skills and experience working within tight timelines;
  • Knowledge of civil engineering principles and practices pertaining to the management of stormwater (e.g., stormwater modeling, computer aided design and drafting);
  • Familiarity with the stormwater related environmental laws and rules;
  • Experience in geographic information systems.

MINIMUM QUALIFICATIONS: A Bachelors Degree in Environmental, Civil, Sanitary, Mechanical, Chemical Engineering, or four (4) years of engineering experience. Related experience may be substituted for education on a year for year basis.


LICENSING/REGISTRATION/CERTIFICATION REQUIREMENTS: For non-engineering college graduates and non-degreed candidates: Certification of Engineer Intern as issued by the Maine State Board of Licensure for Professional Engineers.
