General Statement of Duties

Forsyth County's Department of Tax Administration has an opening for an Appraiser. The Appraiser performs technical work in the appraisal of real property for ad valorem tax purposes. This position is responsible for determining a fair, reasonable and consistent valuation for real property in county on which an ad valorem tax is levied.

Distinguishing Features

A successfull candidate should have the following knowledge, skills and abilities:
Ability to communicate effectively orally and in writing.

Ability to obtain cost, sales, and income data and to use them in appraising real estate.

Ability to determine value of property using established guidelines.

Ability to interpret and explain laws, policies and procedures relating to the listing and assessing of property.

Working knowledge of construction, building materials and landscaping costs.

Working knowledge of the principles, laws, and methods of real property appraisal for tax assessment purposes.

Working knowledge of residential property in the county, economic factors and trends.

Minimum Education and Experience

Graduation from high school or GED and successful completion of basic courses in real property appraisal (R-!, R-2, R-3, G-1, G-2, G-3 or IAAO Courses 101 or its equivalency) and at least two years work experience directly related to the appraisal of real property.

Prefer a two or four year college degree in a related area.

Candidates must be certified by the Property Tax Division of the NC Department of Revenue as real property appraiser within two years of appointment.

Must have a valid N.C. driver's license.

A higher education level may be considered as a substitution for all or part of the experience requirement.

Essential Duties and Responsibilities

Esstional duties and responsibilities include but are not limited to:
Identifies values for residential properties situated on a business zoned parcel.

Appraises new construction and properties with additions or improvements.

Consults deeds, tax and other maps, aerial photographs, zoning ordinances and other sources; and resolves discrepancies between conflicting sources.

Meets with individual property owners to answer questions or complaints and to explain appraisal practices and procedures.

Makes investigative field inspections of property, inspects exterior of any improvements, describes the property and relevant characteristics, makes new measurements, and determines construction quality and costs.

Analyzes and corrects sketches and compiles income and expense data.

Makes recommendations to the Board of Equalization and Review on appeals; answers questions and defends value.

Maintains current property records regarding measurements, listing of new construction, adding/deleting improvements, revaluing parcels, etc.

Performs related work as required.
