Position Summary:

The WIOAY Employment Specialist will design and teach skill-building and life-skills workshops, provide case management services, and coordinate work experience opportunities for at-risk, out-of-school, aged 16-24 program participants. 15Student Skill-building: Work closely with the KPC WIOA Title II Adult Education program to design and teach skill-building workshops for one-on-one or small-group delivery to program participants. Create original or modified instructional materials for one-on-one workshops if needed. Assess students’ academic levels, learning challenges, and goals to determine appropriate instructional strategies for student success. Topics may include but are not limited to budgeting; entrepreneurial skills; career awareness, counseling, and exploration; post-secondary planning; and interviewing techniques, resume preparation, job searching, soft skills, and personal appearance. Participate in professional development activities to stay current with best instructional practices.Essential
35Work Experience Facilitation: Recruit employer partners to participate in job shadow/work experience program. Collaborate with Learning Center Director and employers in the creation of a structured job shadow/work experience training program. Coordinate placement of participants in job shadows and work experiences.Essential
40Case Management: Utilizing intrusive advising methods, collaborate with participant to develop and implement an Individual Service Strategy (ISS) education plan. Monitor and document participant progress to ensure goals and objectives are met. Maintain each participants’ online file according to grant requirements. Ensure compliance with federal, state, and university rules, regulations, and policies.Essential
Knowledge, Skills, Abilities:
  • Ability to communicate effectively in person and in writing to diverse populations of students, staff, faculty and the public.
  • Demonstrated knowledge of the challenges and characteristics of at-risk out-of-school youth aged 16-24 learners.
  • Demonstrated ability to develop and teach original training materials.
  • Knowledge of and ability to utilize best practices in individual and small group instruction.
  • Ability to supervise.
  • Ability to promote cooperation and collaboration with partner organizations to maximize opportunities for success.
  • Ability to read and interpret regulations, analyze data, and to report.
  • Ability to exercise tact and diplomacy in dealing with challenging and sensitive people, issues and situations.

Typical Experience:
One year relevant experience including demonstrated organizational and technology skills, and attention to detail for student intake, tracking student data, maintaining files, grant reports and student progress.
Experience as a case manager or advisor.
Experience working with individuals from diverse backgrounds.


Required Education or Training:

Associate degree in related field and one year of relevant experience, or an equivalent combination of training and experience.

Must have a valid driving license and have a clean driving record.



Salary Information:

This is a 12-month, full time position during the academic year and part time during summer months. It is a non-exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 78, based on education and experience. This position starts April 2023 and this first year will go full time through June 30th. In future years the position will be full time for 10.5 months and part time mid-June through July.

The WIOAY (Workforce Innovation and Opportunity Act - Youth) Employment Specialist is a grant funded position to provide employment and/or education services to at-risk out-of-school youth (young adults) aged 16-24. This includes young adults who face one or more of the following barriers: low income and basic skills deficient, low income and an English language learner, ex-offender/ justice-involvement, homeless or runaway, in or aged-out of foster care, pregnant or parenting, or high school dropout. The WIOAY Employment Specialist will design and teach skill-building and life-skills workshops, provide case management services, and coordinate work experience opportunities for program participants.

SUMMARY: Kenai Peninsula College (KPC) is a campus of the University of Alaska Anchorage. The college has three locations and is comprised of:
  • Kenai River Campus, Soldotna
  • Kachemak Bay Campus, Homer
  • Resurrection Bay Extension Site, Seward

This position will be located at the Kenai River Campus situated on 309 acres along the banks of the beautiful Kenai River, the ancestral homelands of the Dena'ina Athabascan, Ahtna Athabascan, Alutiiq/Sugpiaq and Eyak peoples. The area is known for its wildlife splendor, mountain viewscapes, world-class fishing and hunting, hiking, canoe trails and winter outdoor adventure. And yet, Anchorage, Alaska's largest city is just a 2.5-hour drive or 20-minute flight away.

KPC offers two-year Associates of Arts and Associates of Applied Science degrees, as well as courses leading to occupational certifications and UAA baccalaureate degrees, such as Psychology, Art and Anthropology. The college has 24 full-time faculty, 55+ staff, 15+ student employees, and 65+ part-time faculty each semester. KPC enrolls more than 1,800 students/semester.
