FULL-TIME - 40 HOURS PER WEEK - BENEFIT ELIGIBLE
2023 salary range is $26.22 - $27.95 per hour, depending on qualifications and experience.
2023 full salary range: $26.22 - $33.87

Essential Functions


To perform this job successfully, an individual must be able to perform each essential function satisfactorily.   • Plans and conducts investigations of fraud, suspected fraud, and fraud prevention investigations (FPI).
  • Prepares documentation and participates in appeal hearings.
  • Prepares welfare fraud cases to be submitted to the County Attorney's Office.
  • Attends court hearings and provides testimony.
  • Receives and processes complaints of alleged welfare fraud and requests for fraud prevention investigations.
  • Performs administrative work required to settle fraudulent case situations.
  • Performs related investigative and administrative functions, advances in program knowledge and be sufficiently informed of program and policy changes affecting welfare fraud.
  • Conducts unannounced house visits.

Minimum Qualifications

  • Associates/Technical degree in criminal justice, law enforcement, or related field and moderate experience in criminal investigative work, or equivalent combination of education and experience.
  • Possess and maintain a valid driver’s license in the State of Minnesota.

Required Knowledge, Skills, and Abilities

  • Knowledge of federal, state and county public assistance laws, rules and regulations as they relate to fraud.
  • Knowledge relating to federal, state and local criminal and civil laws and regulations applicable to wrongfully obtaining assistance, theft, conspiracy, data privacy, self-incrimination and civil recoveries.
  • Knowledge of criminal investigative techniques and procedures relating to felony level economic crimes.
  • Knowledge of laws covering federal and state civil and criminal procedures of rules of evidence, search and seizure, law of arrest, constitutional law, court procedures, civil rights, rules and procedures relevant to fair hearings and administrative fraud hearings, and law relating to data practices and copyright protection.
  • Knowledge of data management procedures and techniques sufficient to develop and maintain systems covering investigations, reporting, civil recovery, administrative funding and auditing requirements.
  • Knowledge of interviewing and interrogation techniques applicable to both suspects and witnesses.
  • Knowledge of accounting and audit principles and procedures sufficient to analyze financial data to determine the extent of the offense.
  • Ability to develop facts and produce accurate recommendations based on collateral rather than direct, client contact.
  • Ability to apply program eligibility and budgeting criteria to case referrals.
  • Ability to monitor an ongoing caseload to ensure the effective application of disqualification and recover efforts.
  • Ability to analyze staff needs and develop training programs in response to those needs.
  • Ability to prepare clear, concise and accurate reports summarizing the results of the investigation, statistical reports, financial reports and any other administrative reports required.
  • Ability to complete unannounced house visits to obtain verifications and statements as required to complete a thorough investigation.
  • Ability to compile and analyze facts and evidence and to make valid civil and criminal recommendations.
  • Ability to direct fraud and recovery activities of co-workers and/or unit staff as appropriate.
  • Ability to orally report facts clearly, logically, accurately and objectively and to prepare and deliver testimony in trials and/or administrative hearings.
  • Ability to establish and maintain effective working relationships with co-workers, community services, employers, government agencies, law enforcement and legal representatives, medical personnel, public officials, social workers, and the general public.

Physical Requirements and Activity

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.

Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound;

Work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities.

Environmental Conditions

Work occasionally requires wet, humid conditions (non-weather), exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic). Work includes exposure to possible fumes, airbornne particles, exposure to toxic or caustic chemicals.
