Position Overview

Full performance level in field service area requiring thorough knowledge of water meter services and meter reading in the water and sewer areas; under general direction, coordinates the daily activities of the meter services and meter reading groups, resolves meter reading equipment problems. Responsible for maintaining the countywide backflow prevention program in conjunction with the Ohio EPA to ensure water quality is maintained.

Summary of Job Duties

Organizes the daily activities of the meter services and meter reading groups. Prepares and coordinates the equipment and work assignments for meter services technicians, answers procedural questions, trains employees on use of electronic meter reading equipment. Manages, maintains, and orders water and hydrant meter inventory and related equipment; may assist with maintaining price agreements.
Enters and records information into various computer systems regarding meter location, size, etc. and updates new account information. Resets/loads software to handheld meter reading equipment, imports/exports files and set-up information from/to handheld equipment and central computer system. Audits meter reads and works to resolve reads with problems. Records and maintains meter & service information as related to meter service employees, records and completes changed work order information, works with Engineering Group (Inspection & Permits) to establish and track new accounts for completion into the Billing system, works with builders to issue and coordinate construction (water/sewer) waivers for new services, assigns meter reading sequence numbers and recommends/builds new meter reading routes. Creates PDF files to archive information. Runs electronic spreadsheets for automated route reading. Makes minor repairs and adjustments to meter reading equipment and software, updates data collector information in computers, provides billing support to questions for high profile commercial users on account resolutions, recommends and updates meter reading route adjustments to provide for efficient reading, identifies high/low limits to route sizes, provides telephone and light clerical support to the Meter Service Supervisor and meter service employees, occasionally drives to customer or vender for site visits, meetings, or to pick up parts, etc., Corresponds and communicates with customers regarding high consumptions and data log report findings as well as field data logs investigations.

Manage, maintain, update, and enter backflow device information as well as new tester registrations and test kit certifications into Tokay Software. Enter new re-occurring backflow charges into the billing system. Issue work orders to the backflow inspector for site surreys and customer complaints. Close out completed work orders in computer systems. Prepare customer notifications and install letters to be mailed out to the customers. Verify, update, and accept online backflow test reports submitted through the portal. Answer customer and plumber calls and emails. Maintaining accurate and timely records for reporting findings to the Ohio EPA; performs field monitoring and testing of backflow prevention devices to ensure proper functionality. Ability to identify types of backflow preventers, components, and functions and record test results in our systems application. Perform site visits to ensure backflow placement and compliance to backflow regulations; process and makes recommendations to customers after reviewing permits and drawings of backflow install to determine the type of backflow device is needed. Perform site surveys, investigations and collaborates daily with backflow inspector for field verification as needed and to advise contractors of the proper requirements and installations of backflow devices. Inform customers regarding degrees of hazard and methods of backflow prevention to assist with determine if the device is sufficient to protect the County water system from potential hazards. Performs educational training to County employees and may act as coordinator for public meetings and hearings.

Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. Position functions indoors and outdoors. Provides related assistance to staff in the absence of the Meter Services Supervisor.

Minimum Qualifications and Requirements

Must have a current valid driver's license with an acceptable driving record. High School Diploma or equivalent and two (2) years full time experience that demonstrates a working knowledge of water department practices including meter reading, backflow, billing, knowledge of the theory of backpressure, back-siphonage, and cross connection. Intermediate level work experience with Microsoft Office (emphasis on Microsoft Excel) and computer-based record-keeping. - OR alternative, equivalent evidence of the Minimum Class Requirements.

Certification of Backflow Prevention from the State of Ohio must be acquired within one (1) year of appointment to the position.

Part-time Employees (Non-Benefits Eligible) (20 hours or less per week): Benefits include Long Term Sick Leave Accrual, Paid Personal Leave, and holiday pay for hours scheduled to work on holidays.

Seasonal Employees: Benefits include Sick Leave accrued at 4.6 hours for every eighty 80 hours in active
pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.

Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
