The Wastewater Compliance Section (WWC) is responsible for ensuring that the County's Wastewater Division maintains compliance with federal, state, and local laws governing its operation of three water reclamation facilities, a wastewater residuals pelletizer facility, numerous injection well systems, a sanitary sewer collection system, and a reclaimed water distribution system. The WWC section administers the Hauled Waste Program to provide an environmentally safe way to dispose of locally generated domestic septage, chemical toilet waste and grease trap/interceptor waste. This program currently permits 41 haulers that operate within the County. The WWC section also manages the FOG Control Program to reduce the quantities of fats, oil and grease discharged to the sanitary sewer with the goal of reducing sanitary sewer overflows. This program inspects and regulates approximately 1800 entities operating in Manatee County including food service facilities, car washes, schools, garages and laundromats. WWC administers and enforces the Industrial Pretreatment Program which compels local industries to comply with federal, state, and local pretreatment standards to protect the integrity, reliability and viability of the County’s wastewater treatment infrastructure. This program currently permits 24 industries located within the County.

The Water Quality Compliance Supervisor assumes principal responsibility for assuring a high level of water/wastewater quality and facility compliance with local, state, and federal regulations and/or permits. Work involves evaluation of, and providing management support for the watershed, facilities, treatment processes, collection/distribution, and disposal systems through the development, modification, and coordination of water/wastewater quality programs.

Job Description

What You Will Do


  • Develops, plans, coordinates, implements, and manages water/wastewater quality programs.
  • Coordinates and monitors policies and activities associated with local, state, and federal regulations or permits.
  • Prepares correspondence, reports, summaries, and supporting data related to water/wastewater quality, facility compliance, and permit conditions as required.
  • Monitors regulatory agency permits and coordinates for submission renewals and modifications.
Who You Are
  • Knowledge of current principles, practices, rules, and regulations related to water/wastewater quality and treatment.
  • Ability to effectively apply technical skills required to ensure compliance with water/wastewater quality standards.
  • Ability to read, interpret and explain technical and regulatory documents, i. e., EPA, FDEP, State of Florida, SWFWMD, etc.
  • Ability to learn, understand and instruct others in the operation and use of field sampling instruments and equipment.
  • Ability to learn, understand, and utilize Program specific applications, i.e., SCADA, Linko FOGTracker, LIMS, etc., as applicable.

Minimum Qualifications

Required Skills


  • Bachelor's degree in Environmental, Natural or Chemical Science, or closely related field.
  • Minimum of three (3) years’ work experience in environmental and/or water quality management.
  • Valid driver's license and must obtain or possess Valid Florida driver’s license within 30 days of hire.
  • Equivalent combinations of education and experience may be considered.
Desired Skills
  • May consider Florida Class "A" Water or Wastewater Plant Operator's License in lieu of a bachelor’s degree.
  • Prior supervisory or lead experience desired.
