Job Description:

The incumbent will supervise the Instructional and Counseling Program Services Delivery; review all classes to ensure instruction is effective and relevant to the needs of the individual clients and follows best practices of Blind Rehabilitation Teaching Principles, review and revise curriculum to meet training needs, monitor instruction to be sure the curriculum is appropriate, review and evaluate client reports to ensure client objectives are being addressed, and disseminate current and relevant literature to appropriate staff.


Examples of Work:

  • Plans, supervises, and coordinates of work activities of subordinates and staff relating to a program area.
  • Ensures effective exchange of information related to coordination of client progress between Counseling and Instructional Services to track client performance and provide guidance to instructional staff regarding case status and client progress.
  • Ensures educational supplies and materials are current and adequate for the provision of instructional service.
  • Coordinates client progress with the supervisor of Residential Services to track client performance and provide guidance to instructional staff regarding student progress in the dorm/dining room environment.
  • Client Reports: Establish and maintain a system of reporting that reflects the client’s progress relative to the goals established in the Individualized Plan for Employment and Individualized Center Plan. Review reports to ensure they contain all necessary information and are written in a professional manner which focuses on client progress in achieving individualized goals. Disseminating reports to other appropriate individuals. Review medical, psychological, and other reports with staff as needed. Ensures reports are entered into the case management system.
  • Conduct Center Exit interviews, conduct interviews with clients after the completion of each individual class to obtain feedback on the program, maintain a statistical database on referrals, maintain results of the interviews and referrals, and provides a quarterly report to the Bureau Chief.
  • Training Coordination: Develop client schedules by coordinating with instructional staff/counseling supervisors and class room instructors. Make appropriate changes in the basis of individual client need and ensure the distribution of schedules to staff and clients.
  • Consultant Services: Test and evaluate new equipment. Provide recommendations for new equipment to be used in training. Provide specific technology consultation services upon request to clients, counselors, and other professionals.
  • Direct Supervision of Professional Staff: Ensure that time and attendance is entered into the People First System properly at the end of each month. Ensure that all documents related to time and attendance are completed properly and submitted to the liaison on time. Discuss goals and objectives with each staff member. Practice internal and external cooperation and teamwork to reinforce this expectation among subordinates. Utilize effective counseling and coaching strategies in accordance with Agency Personnel Policies and Procedures to ensure acceptable job performance of subordinates.
  • Complete employee performance appraisals using appropriate supporting data. Select professional staff, which includes recruitment, interviewing, orientation, and training new staff.
  • Promote professional development and facilitate the continuation of educational opportunities for self and for program staff.
  • Oversee and practice good stewardship of organizational resources and follow established policies and procedures.
  • Supervises assigned volunteers and ensure adherence to Volunteer Policies and Procedures; including recruitment, application process, utilization of volunteer’s time, and record keeping of volunteer hours.
  • Demonstrate the ability to cope with and support change.
  • Perform other duties as requested.

Preferred Qualifications:

  • A Bachelor’s Degree in Social, Behavioral or Rehabilitative Science, Education, or Visual Disabilities.
  • An ability to establish and maintain education and experience requirements to ensure an understanding of the evolving labor force and the needs of individuals with disabilities.
  • Knowledge of the Workforce Innovation and Opportunity Act (WIOA).
  • Knowledge of pre-employment transition services.
  • Attainment of a Certification Rehabilitation Counselor (CRC) designation or are eligible to become a Certified Rehabilitation Counselor.
  • Attainment of a Community Work Incentives Counselor (CWIC) designation or are eligible to become a Community Work Incentives Counselor (CWIC).

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and four years of professional experience in social, economic, health or rehabilitative programs or in program analysis.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Knowledge, Skills and Abilities:

  • Knowledge of State and Federal Regulations, rehabilitation technology for the blind, process and procedures, the interaction effects of aging and vision loss and medical aspects of vision loss.
  • Ability to perform sighted guide; supervise and positively influence staff, instruct and implement requirements and conduct training in basic activities of daily living techniques for the blind.
