General Statement of Job

Under general supervision, performs specialized skill work in locating and inspecting County fiber optic, electrical, telecommunication, water and sanitary sewer facilities. Reports to the Utility Location Crew Leader.

This position is essential. Personnel occupying this position may be scheduled to work regardless of weather conditions and/or when general County offices are closed.

Special Duties & Responsibilities

  • Locates County facilities including, electrical, fiber optic, telecommunication, water meters, water valves, water mains and services, hydrants, gravity sewer lines, sewer laterals, manholes and sewer force mains using industry equipment.
  • Research and location of abandoned County facilities.
  • Operates leak detection and pressure recording equipment.
  • Utilizes CMMS and utility location software to manage and respond to tickets.
  • Keeps County in compliance with mandatory timelines set forth by the SCC for marking of public utilities.
  • Manages and maintains detailed paper and electronic file systems.
  • Uses handheld GPS devices to gather data and locate assets as needed.
  • Assists contractors, builders, surveyors, engineers and homeowners in person and using all other forms of communication regarding underground and overhead County utility assets.
  • Uses computer software to receive and respond to Miss Utility electronic tickets daily. Maintain and update the Miss Utility system with current water and sanitary sewer line information.
  • Researches existing water and sewer facilities; studies as-built plans and maps using County’s GIS and CMMS system. Request changes to system as necessary and provide documentation.
  • Responds to after-hours calls for emergencies and customer complaints.
  • Performs preventative maintenance and makes repairs to equipment.
  • Performs housekeeping duties for work area and assigned vehicle.
  • Performs other related duties as required.

Minimum Training & Experience

High School Diploma or equivalent, and zero (0) to two (2) years of experience in general construction work, utility line locating; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Additional Required Certifications:

Staking University or approved equal basic certification in underground utility marking obtained within 12 months employment.

Employee must pass a field location test set forth by the Department within six (6) months of hire date.

Valid CPR/AED Certification Card obtained within six (6) months of employment.

Valid First Aid Certification obtained within six (6) months of employment.

OSHA 10 Hour Construction Safety obtained within 12 months of employment.

Special Requirements

  • Knowledge of the County's water and sewer facilities.
  • Knowledge of the equipment and machinery used in locating water and sewer fixtures and in installing and repairing water and sewer lines.
  • Knowledge of the occupational hazards involved and proper safety precautions necessary for the proper operation of varied construction and maintenance equipment.
  • Skill in the operation of trucks and motorized equipment.
  • Ability to use equipment and tools necessary to locate and unearth water and sewer fixtures.
  • Ability to understand and follow oral and written instructions.
  • Ability to perform physical labor for extended periods of time, possible under arduous conditions.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.
  • Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors.
  • Ability to read plans, tax maps, drawings, manuals, ordinances, reports, etc.
  • Ability to prepare reports, plans, etc., using prescribed formats.
  • Ability to apply common sense understanding to carry out detailed written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions.
  • Ability to communicate effectively and efficiently in standard English and engineering terminology, must be able to use and understand hand signals used in the construction industry.
  • Ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra and geometry.
  • Ability to communicate professionally and respectfully.
  • Must be adaptable to performing under stress and when confronted with persons acting under stress and/or emergency situations.
