Utility Billing and Assistant City Clerk

Job Description

Under the general supervision of the City Clerk, performs a wide variety of general office procedures necessary for the efficient functioning of the City. The job entails alternate receptionist duties, utility billing, data processing, word processing, spreadsheet, database work, and other general clerical duties. Perform other duties as required.

Example of Duties:

· Assist with all aspects of the utility billing processing monthly billing, ensuring accurate billing and collections, check for abnormal water consumption, and required monitoring and reporting.

· Receive and process customer requests to start, stop, or transfer utility service. Receive telephone calls and handle questions and matters of a more technical nature; responds to citizen complaints.

· Receive and verify utility payments, enters into system, and prepare bank deposits. Maintains manual and automated files regarding utility customers, service orders, applications for service, deposits; enter and retrieve customer-billing information from software. Maintain customer accounts; assists in reconciling utility billing activity with the general ledger.

· Communicate routinely with appropriate Public Works staff routine tasks, customer concerns, and service/work order instructions pertaining to utility services.

· Maintains records of deposits; remits return deposit monies to customers or credits deposit monies to customer accounts as determined by City ordinance.

· Pursues and monitors the collection of delinquent utility accounts, including preparation and mailing of final notices, shut-off, and turn-on orders, establishing and monitoring payment schedules, customer follow-up, account research, and preparation of write-offs.

· Performs duties pertaining to confidential data. Maintains filing system.

· Work with other city staff to maintain accurate information and create operational efficiencies. Actively pursue cross-training in the department in order to provide exceptional customer service to the public.

· Regular attendance is essential for this position.

· Assists with the administrative services team to provide coverage for all incoming calls and walk-in customers. Assists city clerk and other city employees as directed.

· Performs other duties as apparent or assigned.

Minimum Qualifications

· Proficiency in all aspects of utility billing functions and customer service; and interact effectively, professionally, and tactfully with the general public.

· Confident in the use of computers and able to be trained in finance software required to complete the functions of the position.

· Ability to continually seek and accept opportunities for personal and professional growth.

· Ability to think logically and follow written, verbal and/or diagrammatic instructions using several abstract or concrete variables.

· Knowledge of modern office procedures and practices; ability to operate computer hardware and software, with great attention to detail, in an efficient and effective manner.

· Ability to handle and safeguard confidential information with tact and discretion, using it only as authorized or required in the course of performing specific job duties.

· Ability to establish and maintain an effective working relationship with superiors, co-workers, and the public; ability to handle a wide array of social situations.

· Ability to comprehend and implement departmental policies, routines, and standard operating procedures; ability to address issues involving confidential information.

· Ability to perform all job duties safely and in accordance with applicable rules, guidelines, policies, and training.

Education Training and Experience Required

· Education Graduation from High School or equivalent G.E.D.

· Preferred Education - Associate's degree majoring in business, accounting, or another related field. Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

Required Experience

· Related clerical or general office, with successful customer service experience of one year, with public sector experience preferred.

Physical and Environmental Characteristics:

· Physical Activities Sitting, kneeling, reaching, fingering, talking, hearing, repetitive motions.

· Physical Characteristics of the Job Light work exerting up to twenty (20) pounds of force occasionally, and/or up to ten (10) pounds of force frequently.

· Required walking or standing to a significant degree or requires sitting most of the time but entails pushing and/or pulling of arm or leg controls.

Environmental Characteristics

· The work is performed primarily in an office environment. The job requires sitting for an extended period, and the work may expose the employee to unpleasant social situations, significant work pace pressure, and irregular work hours.

· Computer hardware and software, computer network, general office equipment, calculator, mobile devices, Code of Iowa, City of Cambridge Code of Ordinances, telephone, fax machine, photocopier, and printer.

Job Type: Full-time

Pay: $18.00 - $25.00 per hour
