Introduction


The Unemployment Insurance (UI) Division, Bureau of Legal Affairs (BOLA) is hiring a leadworker to provide leadership, training, guidance, and technical support for UI Hearing Office staff.

This position is headquartered at our office in downtown Madison near great restaurants, shopping, a bus line, and bike paths. The candidate hired may request to work remotely up to a majority of the time. In-person work at our Madison office may be occasionally required. High speed internet access is required to meet the needs of remote work. This position is not intended to work remotely on a permanent basis.

Position Summary


Under the general supervision of the Office Manager or Senior Administrative Law Judge (ALJ) acts independently in performing varied and complex support services. Performs leadworker responsibilities for the Unemployment Insurance (UI)Hearing Office support area. Prepares/reviews/analyzes Unemployment Insurance (UI) appeals, process petitions for review by the Labor and Industry Review Commission (LIRC), schedules hearings, and provides training and leadership for office support staff. This position is delegated to act on behalf of the Office Manager and/or the Senior ALJ. Provides technical guidance of the most complex nature to parties, their attorneys and/or agents by assisting them in understanding and interpreting the law as it applies to their individual legal case. This position demands expert interpretation of the statute and code and how it relates to unique case situations and acts as a technical advisor in communicating with clients.

Salary Information

A 12-month probationary period will be required. The classification title for this position is Unemployment Compensation Associate 3 (schedule 02, range 14). This position is not represented in a collective bargaining unit.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Qualifications

You will need to have experience:

    • Working in an Unemployment Insurance program (for Wisconsin or any other state).
  • Working independently to organize tasks to complete a large volume of work on time, including adapting to changing priorities.
  • Using excellent communication skills, including experience communicating professionally and effectively with people from a variety of backgrounds, personalities, and learning styles (e.g., staff, managers and/or customers) about complex and sometimes technical topics.

It would be nice to have experience in any of the following:

    • Working in an Unemployment Insurance Hearing Office (for Wisconsin or any other state).
    • Leading others to accomplish a goal. Duties may include: training, leading teams or workgroups, etc.
  • Assisting others to troubleshoot issues with UI systems and processes
  • Utilizing UI/business software (e.g., Word, Excel, OneNote, UIBNet, Clear2There, Suites, mainframe, or similar)
