Benefits to you

  • We pay 95% to 99% of medical insurance premiums for full-time employees [OR up to 99% of medical insurance premiums for part-time employees], including mental health coverage.
  • The annual salary for this position is $124,247 - $192,748.

Position Highlights

The Douglas County Circuit Courtand the judges of the Sixteenth (16) Judicial District are looking for an experienced leader as their next Trial Court Administrator. The Trial Court Administrator reports to the Presiding Judge and has administrative authority for all aspects of personnel, revenue, information technology, capital asset management, and court operations.

In this role…

You are responsible for all non-judicial court-related services mandated by Oregon Revised Statutes, Oregon Judicial Department's rules and policies, and the Douglas County Circuit Court's Supplementary Local Rules. You manage all operational and support programs of the court. You will plan, develop, and implement short- and long-range policies, programs, and organizational changes. You will function as the court’s liaison to both our community and statewide partners to advocate for programs, projects, and legislative actions.

You will also ensure court staff have the training they need, the resources to do their work, and a positive working environment in which teamwork and cooperation encourage them to be their best professional selves.

Ideal Candidate Highlights

The judges of the Sixteenth Judicial District want your competence and reliability to manage staff, budget, court facilities, and any special projects that arise during your management of the court. We want someone with experience in a full range of personnel and supervision issues who has applied best practices to both personnel and budget management in a similarly-sized organization. The court needs someone with exceptional management and supervision skills and one who supports staff on the job. We need a leader who considers all aspects of an issue and who makes reasonable and informed decisions—someone who has experience building relationships among staff, stakeholders, community partners, or other persons influential to the performance of an organization.

Knowledge of court processes, governmental budgeting, and other legal research and analysis is helpful because we are subject to legislative changes every year that often need implementation. These changes may involve our business processes and procedures, policies, or rules at a local level or at a statewide level.

The Trial Court Administrator must be able to effectively communicate verbally and in writing. We also expect the Trial Court Administrator to make difficult decisions that are best for the organization as a whole, someone who considers the bigger picture when making those decisions.

Minimum Qualifications

The qualified applicant must have a bachelor’s degree in public or business administration, management, social services, human resources, criminal justice, or a related field.

AND

Four (4) years of professional work in business, public, court administration, or a related field, of which two (2) must have been in a court administration leadership role.

OR

Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for this position.

NOTE: A juris doctorate degree from an accredited law school, or an advanced degree in court administration, management, business or public administration, or a closely related field may substitute for up to two (2) years of the required work experience.

  • Experience, within the last 8 years, managing an organization of similar complexity.

  • Experience developing and maintaining professional relationships with the public, the media, and a variety of stakeholders.

Working Conditions

  • This is a full-time position, and the work schedule is 8:00 a.m. to 5:00 p.m., Monday through Friday. It is not eligible for overtime compensation.
  • Periodic work occurs due to workload volume and meeting schedules at both the lunch hour and after-hours.
  • Occasional overnight travel is required, including regular attendance at meetings throughout Oregon. Travel in inclement weather may be required.
  • You must have a valid driver license and acceptable driving record or be able to provide an acceptable alternative means of transportation.
  • The following office equipment may be used: phones (e.g. voice over IP, smart, or satellite) personal computer, scanner, calculator, copier, and fax machine.
  • The high-volume, fast-paced court and the operational environment works under statutory, policy, and other required timelines that requires numerous quick decisions. Timely responses may require short turnaround time and the issues are often multiple and complex.
  • Frequent contact with people from diverse backgrounds, with different levels of experience and knowledge, and who may be angry, confused, or experiencing trauma.
