TxDOT's Design Division is looking for a talented professional to join the new Project Delivery Section - Design Support Branch! This engineer will support the Major Project program, updates to Design Manuals, review of preliminary PS&E, Schematic, Design Exceptions (non-interstate), Frontage Road Briefing Documents, AFAs, and more in support of all 25 districts. Position Description


Transportation Engineer IV:

Performs complex to advanced transportation engineering for the Design Division - Project Delivery Section and assists in the development and/or review of major project documentation, and schematics; review of Advance Funding Agreements, preliminary bridge layouts, frontage road requests, preliminary /interim reviews of PS&E at 30%-60%-90% stages of development, and design exceptions (non-interstate); reviews of release of access and preparation of Minute Orders; FHWA coordination; developing and performing training for the Districts; participation in meetings/conferences (design concept conferences, value engineering studies, major corridor meetings, risk workshops, etc.). Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with divisions and districts. Employees at this level establish their own work plan and priorities to meet set objectives; issues are rarely referred to the Supervisor.


Transportation Engineer V:

Performs highly advanced transportation engineering for the Design Division - Project Delivery Section and assists in the development and/or review of major project documentation, design manual updates, schematics; review of Advance Funding Agreements, preliminary bridge layouts, frontage road requests, preliminary / interim reviews of PS&E at 30%-60%-90% stages of development, and design exceptions (non-Interstate); reviews of release of access and preparation of Minute Orders; FHWA coordination; developing and performing training for the Districts; participation in meetings / conferences (design concept conferences, value engineering studies, major corridor meetings, risk workshops, etc.). Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, divisions, and districts. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer IV:

  • Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation planning and project development.
  • Analyzes and assists in the resolution of design issues or other matters relevant to project development in accordance to guidelines and policies.
  • Travels to project/other work locations to make onsite engineering reviews, and to provide technical support.
  • Performs reviews and/or engineering/design-related activities for preliminary engineering, including advance project development / planning reports and schematics, as well as reviews for plans, specifications, and estimates at various stages of project development.
  • Develops and/or reviews engineering-related documents, including correspondence, technical memorandums and reports, draft minute orders, funding agreements, etc.
  • Develops and/or reviews major project related documents, including Project Management Plans (PMPs), Initial Financial Plans (IFPs) and Annual Updates (FPAUs).
  • Assists with the updates to Division policies and guidance as it relates to project development and design, including updates to design manuals.
  • Performs other job responsibilities as assigned.


Transportation Engineer V:

  • Assists with assigning, coordinating, and reviewing the work of professional employees; training of engineering staff.
  • Leads professional, technical and/or clerical personnel engaged in engineering-related activities.
  • Leads the training of engineering staff.
  • Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation planning and project development.

  • Develops and/or reviews engineering-related documents, including correspondence, technical memorandums and reports, draft minute orders, funding agreements, etc.
  • Assists with the updates to Division policies and guidance as it relates to project development and design, including need identification and assisting with Design Manuals updates.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Transportation Engineer IV:

Experience:

  • 7 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis.

Transportation Engineer V:

Experience:

  • 8 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license.
  • TX Licensed Prof Engineer*
  • Safety Impact Certificate
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Highway design applications, including geometric design relationships to traffic operations, maintenance and construction, as well as the use of computers and applicable engineering programs and systems.
  • Applicable schematic, plans, specifications and estimates preparation, review, processing and compliance requirements.

  • Handling multiple projects within area of responsibility to meet short and long term deadlines, including scheduling techniques, as well as monitoring the status and progress of projects.
