We are looking for an experienced and self-motivated individual to fill the position of Transportation & Distribution Superintendent with our Chemical Manufacturing Facility located in Gregory, Texas.
Essential Job Duties:
  • Develop, manage, and participate in methods, systems, practices, and programs to maintain and improve safety and functionality of transportation and distribution (T&D) at the Ingleside Plant.
  • Manage all Ingleside ship, pipeline, truck, rail, and barge, and electric power transfers and shipments. Working with Supply Chain and Marketing, adjust schedules as needed to balance customer needs and available inventory.
  • Minimize demurrage costs through communication with Supply Chain, railroads, ship agents, maritime officials, truck, and pipeline customers.
  • Identify, manage, and coordinate improvements and cost reduction projects through interaction with other OXY plants, stewards and Supply Chain.
  • Assist in the development of T&D’s operating budget and have lead accountability for T&D costs and reporting.
  • Manage loading, unloading, shipping, and transportation activities to assure proper specifications are met and appropriate equipment is used. Verify equipment inspection and integrity prior to loading and again prior to shipment. Ensure all product shipments are properly secured and ready for transport from the Ingleside facility.
  • Assure compliance with applicable local, state and federal laws and regulations including, but not limited to: The Texas Water Commission, the General Land Office, the Texas Air Control Board, the US Coast Guard, the Department of Transportation, the Federal Aviation Administration and the International Maritime Organization.
  • Coordinate with Operations, Supply Chain and Marketing to manage product inventories. Arrange special receipts or shipments as needed.
  • Manage T&D human resources and make recommendations to assure the T&D organizational structure satisfies Ingleside needs.
  • Provide effective oral and written communication, both within and external to Ingleside.
  • Communicate regularly with Oxy corporate groups, exchange partners, and customers on quantity, quality, and T&D issues.
  • Accurately manage the intra-site transfer of bulk materials and utilities between OxyChem, OxyMar, Cogen and Chemours.
  • Manage the Production and Logistics SAP functions for C/A, EDC, VCM and Cogen plants.
  • Manage the daily activities of the local mobile railcar repair contractor to ensure that all applicable regulations and Oxy requirements are met.
  • Effectively represent Oxy on industry organizations associated with transportation (e.g. POCCA industry committees, USCG working groups, Chlorine Institute, etc.)
  • Manage railroad track maintenance at the Ingleside Plant. Ensure compliance with all applicable FRA \ AAR track standards.
  • Manage and coordinate activity at the Ingleside Plant required to successfully respond and manage off-site chemical emergencies involving product in transit.
  • Provide process supervision of the chlorine storage and tank car loading \ unloading process, the VCM tank car loading \ unloading process, and the caustic storage and tank truck loading process.
  • Provide process supervision of the VCM and Caustic ship loading process.
  • Ensure compliance with all Health, Environmental, Safety, and Security (HESS) policies, procedures, regulations, and performance targets as well as Corporate Stewardship guidelines and best practices associated with the transportation and distribution areas at the Ingleside Plant.
  • Manage expense and capital spending associated with the transportation and distribution (T&D) function at the Ingleside Plant.

  • B.S. Degree in engineering or other related field.
  • Familiarity with emergency equipment relating to trucks, railcars, barges and vessels.
  • Thorough knowledge of DOT, USCG, and FRA/AAR regulations; knowledge of railroad tariffs, EPA/TCE and OSHA regulations as they relate to loading, unloading, inspection, shipment and receipt of bulk material.
  • Ability to assure product, raw material and energy receipts, transfers, sales and inventories are accurately reported.
  • Strong working knowledge of SAP. Proficient in the use of Microsoft Office Suite with good Excel skills. Familiarity with RAILTRAC® is preferred.
  • Capability to make immediate 'go/no-go' decisions relating to receipt/shipment of materials, addressing immediate priority commitments on plant/corporate or customer issues relating to transportation distribution, quality and quantity concerns on a 24-hour basis.
  • Strong organization skills as well as the ability to work effectively under tight deadlines and shifting priorities
  • Participate as a transportation auditor on the HESS Coordinated Audits.
  • Willingness to relocate is a plus.
