General Purpose

Under general supervision of the director or vice president of the engineering/operations - project management office, oversees those functions necessary to fulfill the requirements of obtaining rights of way easements and other real property rights for multiple projects in the Transmission Delivery Project Management Office. Responsibilities include assembling project teams, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of assigned projects. Must be familiar with system scope and project objectives, as well as the role and function of each team member to effectively coordinate the activities of the team.

Responsibilities

Responsibilities of this position Eng/Ops Project Manager III include the following:

The successful candidate will be accountable for all project management responsibilities necessary in obtaining property rights, including easements and fee purchase properties, for multiple high voltage transmission and substation capital projects. Responsibilities include but are not limited to the development of detailed project plans, project schedules, financials, and project reports as well as assembling and managing multifunctional matrixed project teams across business platforms.

  • Manage the initiation, planning, and execution of obtaining property rights of way for multiple capital projects under general supervision.
  • Manage multiple teams of property agents and/or right of way vendors responsible for database management, title work and analysis, , valuation and appraisals, mapping, property rights acquisition and document control, as well as other aspects of property rights acquisition.
  • Establish, track, and control project cost, scope, schedule, and risk to deliver easements and fee property purchases within their approved scope, budget, schedule, policies, guidelines, and corporate governance.
  • Develop detailed project plans and ensure project scopes, team responsibilities, milestone dates, and the procurement strategy are clearly stated for all assigned projects.
  • Develop project schedules in accordance with project objectives.
  • Interface with external customers and property owners throughout the project life cycle.
  • Provide project progress reports to management and other stakeholders
  • Provide quality project cost forecasting over the life of the project.
  • Coordinate with procurement to solicit and manage external rights of way services contracts as required to achieve delivery of easements and fee property purchases.
  • Negotiate with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per the scope of work.
  • Interface with department manager to gain necessary approvals and manage risk.

In addition, the responsibilities of the Senior Eng/Ops Project Manager position are:


  • Interface with appropriate management levels including senior management to gain necessary approvals and manage risk in accordance with corporate governance.
  • Responsible for interdepartmental communication regarding rights of way for the project team.
  • Responsible for delivery of internal and external project stakeholders’ expectations.
  • Demonstrate leadership capabilities regarding mentoring less experienced project managers on the application of project management practices and issue resolution
  • Analyze information, form conclusions, and provide meaningful and creative solutions to non-typical business issues and present to management

Requirements

Requirements for the Eng/Ops Project Manager III position include the following:


  • Bachelor’s Degree in Engineering, Construction Management, Project Management, or the equivalent combination of education and experience
  • Three or more years directly related professional experience.
  • Experience in project scheduling, cost controls, tracking and reporting methodologies
  • Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain project budgets
  • Experience in the application of Project Management Institute project management techniques or equivalent
  • Experience in managing vendors and contractors regarding work scope changes to ensure that all contract commitments are completed on time per applicable specifications.
  • Excellent technical writing and verbal communication skills
  • Demonstrated business management skills including consulting, customer service, and business acumen
  • Interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status, and outcomes to stakeholders
  • Ability to analyze information, form conclusions and provide meaningful solutions.
  • Demonstrated skill in motivating and influencing others as well as skills and experience in team building, and conflict management
  • Proficient in using Microsoft Office Suite including Word and Excel


In addition, the responsibilities of the Senior Eng/Ops Project Manager position are:


  • Five years related professional experience.
  • Proficient in project scheduling, const controls, tracking and reporting methodologies.

Preferences

  • Seven years related professional experience.
  • Experience with and understanding of acquiring property rights
  • Project Management Professional certification by the Project Management Institute
  • Master’s in Business Administration or advanced technical degree
  • Knowledge of the Company’s business, policies, procedures, and practices
  • Experience in the electric utility industry and applicable federal, state and local regulations
  • Working knowledge of SAP in cost tracking and forecasting
  • Working knowledge of Primavera scheduling or other project management software
  • Experience in electric utility design and/or construction
