Description


THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.

The agency is located at the George Herbert Walker Bush Building located in the Capitol Complex at 1801 N Congress Ave. Austin, TX 78701.


General Description:

Performs highly complex systems administration work providing support to the Commercial off the Shelf (COTS) implementation. Work involves managing the COTS Lifecycle management programs along with maintenance of agency software and hardware in an application support environment for the Information Solutions and Services Division of the Texas Higher Education Coordinating Board (THECB). Work involves maintaining, upgrading, and configuring reliable enterprise applications. Work also includes, researching, evaluating, recommending, installing, and upgrading software and hardware products following industry best practices while meeting business requirements. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to the Director of Technology Operations & Support.

General Duties and Responsibilities:

  • Installs, configures, maintains, and monitors COTS agency applications, operating Systems, Servers and related infrastructure. Monitors the systems daily and responds immediately to security concerns.
  • Provides technical assistance and is responsible for COTS Lifecycle management in requirements analysis & design, evaluation and procurement, project approach and strategies, configuration and integration, data migration and testing, implementation, and on-going support, maintenance and budget.
  • Provides technical assistance and support for troubleshooting software and hardware problems.
  • Provides oversight with operational, technical, and system requirements on the location, installation, operation, and maintenance of servers.
  • Performs system updates and processes for enhanced functionality and security issues resolution.
  • Provides technical and application support to Information Technology staff by identifying root causes of identified issues, implementing best solutions, contacting vendors for application specific issues and recommended solutions, and assisting with resolving application problems.
  • Prepares and maintains operating procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques. Participates in technical research and development to enable continuing innovation within the infrastructure.
  • Responds to incident and problem calls, and processes service requests and tasks related to COTS products (SQL, MySQL databases, JavaScript, HTML, WebFocus, Business Objects, Laserfiche, SAS Server, Sales Force, Power BI and CAPPS).
  • Ensures systems hardware, operating systems, software systems, and related procedures adhere to agency and state policies, practices, and industry best practices, including migration to next generation data center technologies.
  • Completes projects and performs systems software and hardware reviews. Provides technical advice, assistance, evaluation, analysis, and status reports to management, as needed.
  • Works with assigned staff to manage authentication and access control systems. May configure automation routines using scripting and other programming languages (PowerShell scripting, .Net, JAMS/Paladin).
  • Provides the analysis and evaluation of existing information technology systems processes associated with system software and hardware technology planning, development, implementation, security, and interfaces.
  • May assist providing advice and guidance on tasks and assignments. May supervise the work of others.
  • May determine system software or hardware needs required to configure or modify systems.
  • May assist in information systems security administration.
  • Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of systems administration, computer hardware and software configuration and troubleshooting.
  • Knowledge of operating systems and applications, of computer programming and architecture of scripting languages, and of Internet Security administration.
  • Knowledge of Linux and Windows platforms.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in solving problem, scheduling, testing, installing, and implementing system software.
  • Skill in troubleshooting software and hardware systems.
  • Skill in using personal computers, databases, and general office software, including Microsoft word, Outlook, PowerPoint, Excel.
  • Skill in analytical thinking and problem-solving.
  • Ability to recognize, analyze, and resolve complex technical issues.
  • Ability to analyze systems and procedures and write and revise standards and procedures.
  • Ability to use network management, administration, and other system administration tools.

  • Ability to meet periodic, milestone, and final deadlines; and to keep management abreast of issues.

Qualifications


Required Minimum Education and Experience:

  • Bachelor’s degree from an accredited college or university.
  • Four years of relevant full-time work experience in the support, maintenance and troubleshooting of computer software and hardware; including:
    • Experience supporting Financial systems such as BMS, MIPS, HELMS applications and/or similar related applications; or
    • Experience supporting Business systems such as Office 365, VSTS/TFS, SAS Server, Laserfiche applications, SalesForce, Power BI, and/or similar related applications; or
    • Experience supporting Internet systems such as IIS, SiteImprove, Wordpress, Mura, Tomcat applications and/or similar related applications; and
    • Experiencing administering Microsoft Windows domain environment.

  • Six additional months of relevant full-time work experience may substitute for 15 semester hours of required education, up to four years.
  • Master’s degree from an accredited college or university may substitute for one year of the required experience.

Preferred:

  • Bachelor’s degree or above with major college course work in computer science, information technology, business, or related field.
  • Additional years of work experience in the support, maintenance and troubleshooting of computer software and hardware.
  • Experience administering Linux environment.
