DEFINITION

Under general direction of the Chief Information Officer, this classification performs professional duties which may include analyzing, troubleshooting, repairing and effecting appropriate solutions for the Court’s technology needs; providing technical support, analysis and training in the use of information systems and equipment; managing Court information systems projects; evaluation of work processes; proposing, planning, designing and writing complex systems and procedures to enhance the efficiency of these processes; systems analysis, development, coding and testing assignments on diverse systems or subsystems. This position is subject to the provisions of the Trial Court Employment Protection and Governance Act.

DISTINGUISHING CHARACTERISTICS

This is a journey level position. The Information Technology Analyst is distinguished primarily by the complexity of work, level of independent judgment and action, and application of information systems knowledge and analytical expertise. Incumbents receive general supervision from the assigned supervisory personnel and may serve as a lead worker within the Information Technology Division.

ESSENTIAL FUNCTIONS AND DUTIES

The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. When assigned, all of the essential functions and duties listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and duties that may be assigned. Essential functions and duties may include, but are not limited to those listed below.

  • Provides system hardware and software support; configures new system users; provides or arranges training programs for staff in the use of hardware and software applications.
  • Performs Microsoft Active Directory, changes and updates as needed to allow Court Network users the access that is required for their work assignments.
  • Performs security reviews based on the current Information Security Policies and makes recommendations for improvements.
  • Performs administrative functions in the on premise and cloud virtualization environments.
  • Designs and implements a backup routine using the Court’s various tools and systems to provide the highest possible level of retrieval.
  • Administers daily LAN/WAN operations and performance, adjusts and upgrades LAN/WAN hardware, software, applications and storage to maintain performance requirements.
  • Configures servers, backup appliances, switches, routers, firewalls, wireless controllers uninterrupted power supply, (UPS) systems, and various other hardware and software systems.
  • Researches and analyzes user and system requirements.
  • Performs program, system and data analysis; defines project scope; makes changes to existing specifications; prepares program implementation and documentation.
  • Makes recommendations for new systems and complex programs.
  • Installs, tests, diagnoses and repairs personal computers, maintains and updates PC software and applications.
  • Provides technical support in a formal or non-formal helpdesk setting and in the field for users with complex problems.
  • Performs advanced database system administration.
  • Facilitates data conversions; develops, manages and/or maintains software and hardware documentation.
  • Stays abreast of current technical developments and current and future shifts in areas pertaining to information systems.
  • Obtains, reviews and recommends technical proposals and cost estimates for vendor/contractor provided services.
  • Advises manager of operational problems and recommends changes in policies and procedures.
  • Prepares systems processing and maintenance documentation.
  • Trains users on new or modified programs as required.
  • Assists with systems software installation and security administration.
  • Oversees inspection, correction, acceptance and continued maintenance of vendor/contractor work.
  • Develops Court standards and polices for information systems hardware and software.
  • May act as a lead to the Information Technology Specialist Classification within the Information Technology Division.
  • Correct English usage, including spelling, grammar and punctuation.
  • Travels between Court facilities as necessary to carry out duties.
  • Establishes and maintains effective and positive working relationships with Court staff and others encountered during the course of work.
  • Performs other duties as assigned.

EMPLOYMENT STANDARDS

Minimum Qualifications

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

Education: Bachelor’s degree from an accredited college or university with coursework in computer science or a related field.

AND

Experience: Two (2) years of experience in network or system administration.

Substitution: Four (4) years of additional qualifying experience may substitute for the bachelor’s degree on a year-for-year basis.

  • Troubleshoot and diagnose systems problems and install fixes or make repairs in areas of responsibility.
  • Communicate effectively, both verbally and in writing.
  • Exercise initiative and sound independent judgment within general policy guidelines in performance of job duties.
  • Keep technical skills current to meet continuing applications development assignments.
  • Use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations.
  • Recognize problems; gather, analyze and evaluate data and information in order to reason logically; draw valid conclusions; take appropriate actions and/or make appropriate recommendations.
  • Research, design, implement and maintain various technology solutions in order to improve Court processes or services.
  • Perform duties independently under general supervision within specific assignments.
  • Read, comprehend, interpret and apply complex technical information, training manuals and procedures.
  • Communicate technical information to a wide variety of users.
  • Plan, organize and prioritize multiple projects/assignments to ensure that deadlines are met.
  • Write logical, comprehensive, concise reports and correspondence.
  • Establish and maintain highly effective working relationships with judicial officers, Court and County employees, justice partners, members of the public and others encountered in the course of work.
  • Exercise initiative, judgment and decision-making in performance of job duties.
  • Adapt quickly to changes in policies, procedures, assignments and work locations.

Other Requirements

  • Possession of a valid driver’s license or the ability to provide alternate methods of transportation that meets job requirements.
  • Candidates are required to pass a fingerprint clearance by the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ). Convictions, depending on the type, number and date, may be disqualifying.
  • All Court employees must take the Oath of Allegiance.

Working Environment: Job duties are generally performed in an indoor office setting with environmental controls. Assigned work is performed in a standard court setting with open cubicles and/or offices. Assigned incumbents are expected to work inside buildings, alone, or closely with others. Routine noises and noise levels occur within the work environment. Normal business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Work outside of these hours may be necessary in certain circumstances. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
