U.S. Data Security (“USDS”) is a standalone department of TikTok in the U.S. This new security-first division was created to bring heightened focus and governance to our data protection policies and content assurance protocols to keep U.S. users safe. Our focus is on providing oversight and protection of the TikTok platform and user data in the U.S., so millions of Americans can continue turning to TikTok to learn something new, earn a living, express themselves creatively, or be entertained. The teams within USDS that deliver on this commitment daily span Trust & Safety, Security & Privacy, Engineering, User & Product Ops, Corporate Functions and more.

Responsibilities:
  • Collaborate with cross-functional teams including security, real estate, administrative services, business development, regulatory, infrastructure, human resources, and any other business groups to drive project objectives to completion.
  • Defines and drives strategic and operational initiatives with on-time and on-budget results
  • In collaboration with security management groups, identifies and implements tools to streamline new or existing practices, as well as coordinates design, rollout, and training for 3rd party and homegrown systems
  • Assists with budget matters and optimizing technology use. Tracks spending.
  • Escalation point for project/program technical and non-technical issues. Manage issues and drive project/program objectives to completion.
  • Provides tooling and monitors project team performance and develops service level agreements (SLA's) and Key Performance Indexes (KPI's). Makes recommendations to improve operational efficiency.
  • Communicates and markets IT service portfolio to stakeholders.
  • Leads sourcing strategies in various technology products (hardware, software, network, and telecom), services (application development & maintenance and help desk), and cloud solutions categories to reduce TCO and deliver savings.
  • Market research: proactively monitors and understands the market and identifies opportunities resulting from new product offerings and/or market shifts.
  • Leads RFP, RFQ, and RFI: Support business stakeholders in supplier selection and bid evaluation processes, including collecting requirements, managing bidder communications, and analyzing bid responses. Develops and manages requests for proposals, quotes, and information.
  • Lead negotiations: Develops negotiation strategy and lead negotiation process. Negotiate enterprise-wide agreements that minimize financial and business risk exposure and provide optimal value from deals.
  • Manages relationships with internal stakeholders and coordinates sourcing strategies, opportunities, and requirements with other entities.
  • Develops and presents the business case and cost/benefit analysis to stakeholders.
  • Provides procurement support to internal clients.
  • Evaluates and measures supplier performance.
  • Leads cyclical and ad-hoc supplier business reviews.
  • Pursues continual skills development through online training, industry publications, and attending educational conferences, symposia, and training seminars.
  • Occasional travel to domestic and international sites
Qualifications

Basic Qualifications:
  • Bachelor’s degree in computer science or information technology (extensive related experiences ok).
  • Minimum of 8 years of combined project and program management experience.
  • Minimum of 2 years of matrix team management and direct team leadership.
  • Minimum of 8 years technology industry
  • Minimum of 4 years of corporate procurement/purchasing/sourcing or similar experience.
  • Candidates must have experience in negotiating both domestic and international IT agreements.
  • Track record of delivering significant and measurable savings in a large, complex, and fast-moving organization.
  • Experience in Media and Entertainment, or Technology-based Industries.
Required Qualifications:
  • Adapt to the fast change of working atmosphere, able to work under pressure managing multiple deadlines
  • Strong security and compliance mindset
  • Excellent leadership and people management skills. A positive attitude.
  • Proven customer service oriented approach.
  • Excellent project management skills and fluent in project management tools.
  • Demonstrated ability to meet deadlines, handle and prioritize simultaneous requests, and manage laterally and upwards.
  • Data analysis and visualization – Ability to utilize data to make decisions that drive projects and objectives
  • Ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Fluency across the various office technology platforms and suites. i.e. Google Workspace, Microsoft Office...etc.
  • Ability to learn and adapt to new technologies.
  • Demonstrated ability to independently move projects forward by gaining the support needed from others while working in a cross-functional role leveraging matrixed teams
  • Proven track record of collaborating with diverse business groups (e.g., finance, operations, security...etc) to set objectives and produce meaningful results
  • Excellent analytical and problem-solving skills
  • Candidates must have strong category management knowledge, including but not limited to opportunity identification, spend analytics, sourcing strategy, project management, RFx processes, contract negotiation, supplier benchmarking, contract compliance, and procure-to-pay processes.
  • Familiarity with various technology concepts such as cloud computing, licensing models, hardware asset management required.
  • The candidate must be a self-starter who can work independently and proactively identify potential areas for sourcing.
  • The candidate must have demonstrated:

Preferred Qualifications:
  • Master’s degree in information technology, business administration, project Management or similar field (certifications accepted as substitute, ex. ITIL, PMI, etc.)
  • Experience with one of the following, Ariba, Oracle ERP, or SAP preferred.

Job Information
The base salary range for this position in the selected city is $76800 - $156222 annually.



Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
