Assists and/or coordinates with the division managers, assistant managers, supervisors and specialized maintenance consultants and vendors as required on vehicle and equipment maintenance and repair. This position works under the direct supervision of the Assistant Business Manager. This is a 40-hour work week with occasional overtime. Normal hours are Monday through Friday 8:00am to 4:30pm but could be adjusted on occasion as needed. This position will be included in the weighmaster rotation for Saturday coverage. Saturday hours required would be from 6:45am to 12:30pm. The current rotation would require this position to work approximately one Saturday every 3rd week, however may be subject to change as needs or schedules change.

SPECIFIC DUTIES

  • Utilizes various County/RMS software applications for purchasing materials and service, maintaining inventory control and placement of orders, entering and maintaining work order status to completion in regard to repairs, maintenance and state inspections, etc. Individual is expected to utilize the database and maintain entries to ensure proper reporting of equipment maintenance and repairs, mechanics time spent on each work order and inventory usage. Individual will utilize reports from the RMS Operations database as a function of the job to view upcoming service needs, upcoming state inspections, and the like.
  • Coordinates RMS equipment and vehicle maintenance and repair needs with mechanics, other managers and supervisors, and outside contractors.
  • Coordinate and schedules state inspections and emissions certification.
  • Opens and closes all work orders and ensures proper entry of data including but not limited to work order(s), inventory and vehicle maintenance software systems.
  • Coordinates maintenance to maximize the time and equipment usage of RMS.
  • Coordinates and monitors the operation of the receiving room concerning the receiving and shipment of supplies, materials and parts used by RMS.
  • Coordinates with other managers and supervisors on purchase requisition issues, inventory control and work order situations.
  • Maintains receiving/parts room office files.
  • Responsible for ordering, processing and restocking parts, materials and supplies that are received at RMS and/or shipped from RMS in accordance with policy and procedures established by RMS.
  • Responsible for entering purchase requisitions on County computer systems and securing the proper approvals for the requisitions.
  • Responsible for completion of physical inventories of RMS’s parts, materials, supplies that are located inside buildings. Maintain the inventory control through the use of RMS software.
  • Daily input of time tracking for Supports employees.
  • Special duties as assigned.

WEIGHMASTER DUTIES

  • Determines information from customer for computer input relating to customer names, waste type, County, municipality source, manifests, and other DEP mandated information.
  • Directs customers to the proper dumping area (primary dump site, self-dump, recycling, asbestos site, wood waste site, tire pile, etc.).
  • Tabulates reports at end of shift and corrects any errors, according to approved procedures.
  • Position is responsible for following rules established by Weights & Measures, DEP requirements including Act 90, and County policy in regard to collection of weights, customer information, hauler information, vehicle identification, and any and all regulatory changes that are in effect or may occur.
  • Answers telephone, as needed.

WORKING CONDITIONS
Individual will work irregular hours when required or in an emergency situation. Includes minimal lifting of materials used in each work situation assigned at the landfill site. Mandatory overtime is required as needed. Much of the work is in an office utilizing various software applications.

JOB REQUIREMENTS

  • Fully qualified requires a High School Diploma with related experience
  • Effective writing and interpersonal skills necessary to interact with employees, customers, supply and equipment vendors, etc.
  • Ability to use a computer with various software packages, Fax machine and other general office equipment.
  • Knowledge of the County Code of Pennsylvania regarding the laws governing procurement of goods, services and competition in contracting.
  • Knowledgeable of the Lycoming County purchasing control system.
  • Employee must be able to be bonded.
  • Public Weighmaster license from the Pennsylvania Bureau of Weights and Measures or the ability to secure a license.
