About Cards & Payments Portfolio Execution

Cards & Payments Portfolio Execution manages the overall change investment across strategic and technology change portfolio. The team is responsible for the production and ongoing management of the Cards & Payments change portfolio and its overall execution. This includes agreeing strategic direction, driving strategic planning activities across technology, supporting senior management and business heads in decision-making and portfolio insights.


Overall purpose of role

Barclays International makes a significant annual investment in change related activities, which forms a series of change programmes. It is imperative that we efficiently and optimally deliver against those agreed programmes of change. This role will provide drive leadership, governance and oversight for the end to end delivery of the change activity within Consumer Banking and Payments . The role is ultimately responsible for ensuring high quality transformational change reaches the production platform on time, within budget and to the required quality criteria in a controlled manner. The programme manager is responsible for the successful delivery of the new capability, effectively coordinating between work streams including but not limited to technology build, supplier and partner delivery, operations, legal, marketing and finance.


Key Accountabilities

Lead and manage materially critical and complex programs and projects delivering outcomes, planning and managing direct and indirect resources and interdependencies end to end.


  • Plannning and designing the overall E2E program/project approach, structure, schedule, and plan and monitoring overall progress, resolving issues and initiating corrective action.
  • Ensure programme is in compliance with all Barclays governance and approval policies
  • Managing the end to end programme budget on behalf of the AE to include non SI costs i.e marketing etc.
  • Directly or indirectly manage project management staff- coaching, performance management, etc.
  • Ensure programs/projects are resourced with suitable resources from across the enterprise and resources have sufficient capacity and appropriate skills to deliver the program.
  • Ensure that the delivery of new capability is compatible with realization of benefits.
  • Ensuring the delivery of new products or services meet quality requirements and are delivered on time and on budget in accordance with the program plan
  • Ensure that improvements in business operations processes, including automation of controls, are delivered as capabilities are built.
  • Managing all third party contributions to the programme including close liaison with partners (as required).
  • Managing communication with all stakeholders.
  • Managing the dependencies and interfaces between workstreams including technology, operations, marketing, product, legal, finance, customer service, compliance and risk, etc.
  • Initiating extra activities and other management interventions where gaps in the programme are identified
  • Report progress of the programme at regular intervals to AE and project governance forums.
  • Ensure that the programme is sustainably transitioned to Business as usual upon completion including ensuring that business areas are prepared for transition of new ways of working
  • Ensure that benefits can be tracked and measured once the programme has delivered

Person Specification

  • Minimum 10 + years experience in program and project management leadership roles, preferably within Consumer banking and Payments.
  • Minimum 10 years experience managing project management staff directly.
  • Direct experience leading large scale, cross-functionally highly complex projects/programs successfully. Capable of handling a portfolio of work.
  • Experience leading projects and programs utilizing proper project management techniques, tools, etc.
  • Effective leadership, interpersonal and communication skills and comfortable operating and communicating with very senior levels of the organization.
  • Ability to influence decisions with both internal and external stakeholders to drive mutually beneficial outcomes
  • Proven ability to manage across functions particularly where resources do not report directly to the role
  • Highly driven self-starter, dynamic, action oriented and able to motivate colleagues and directs
  • Analytical but with bias to action
  • Strategic mind-set and familiar with delivering transformational change
  • Collaborative, able to drive to agreement across varying stakeholders/interests
