Specific Duties and Responsibilities shall include:

1.) Review all vendor invoices for accuracy, eligibility, and determination of program to cover the expense. Review expenditures for compliance with grant conditions and available budget balances. Code invoices for entry into the Accounts Payable system, and review data entry for accuracy.

2.) Prepare invoices for federal, state and local funding sources, and code all accounts Receivable Bills for entry into the accounting system. Monitor outstanding receivables and follow up when payment is unusually delayed.

3.) Verify all grant requirements are being met in respect to the purchasing and procurement of supplies and equipment necessary for the fulfillment of the programs. This will include physical inventory monitoring on a regular basis and reconciliation to the Horizon Inventory system.

4.) Prepare journal entries as needed to accrue expenses and revenues or to distribute costs, and implement monthly cost allocation of administrative expenses.

5.) Prepare program financial statements, including periodic budget analysis and cost projections for internal review. Prepare monthly, quarterly and annual financial reports as required by federal and state funding sources. This is to include reconciliation of the financial records with the weatherization HES system.

6.) Reconcile bank statements on a monthly basis and investigate any outstanding or unusual items, as well as reconciliation of other general ledger accounts.

7.) Assist outside auditors and program monitors by presenting financial records as requested during annual audit and monitoring visits.

8.) Act as backup for other staff accountants, including performing accounts payable, procurement and inventory functions as necessary.

9.) Input data relating to the weatherization clients, jobs, inventory purchases and issuances, labor numbers, and all other pertinent information into the HES and Horizon reporting systems.

10.) Maintain personnel records, ensuring that approved documentation is properly prepared, processed, and retained.

11.) Assist with employee benefit management. This will include processing new employee benefit enrollments, tracking employee benefit eligibilities and handling any changes to existing employee benefits.

12.) Assist the Director of Fiscal Operations with other duties, reports or analysis as requested.

Required Licenses, Certificates, or Knowledge: Degree in Accounting or Business is required and 2 years related experience is preferred. Good oral and written communication skills. Proficiency in Microsoft Excel and Word, and experience with accounting software required.

Working Conditions: Standard hours are Monday through Friday from 8:00 AM to 4:00 PM. These hours may be subject to change as needed.
