Sr Budget and Procurement Analyst (Information Technology) - Central Campus

FUNCTION: Administers the financial operations within ITS.
Essential Job Functions:
  • Maintain operating budgets of approximately $10M across 20 orgs; create requisitions, budget transfers, submit purchase orders to vendors, confirm delivery of goods and services, authorize payment of invoices while documenting and maintaining ITS records.
  • Prepare budget reports and present to senior IT leadership. Create forecasts and make payments for recurring expenditures and upcoming renewals. Reconcile operating budgets and forecasts against actual expenditures. Escalate significant variances to the attention of ITS leadership.
  • Coordinate and conduct budget status meetings. Present budget projections for the fiscal year based on individual budget manager feedback and historical, year-to-date, and forecasted expenditures.
  • Assist and advise IT leadership on issues that affect fiscal planning and execution. Analyze contracts and past expenditures for financial obligations; validate findings and include in budgetary projections.
  • Lead annual budget development activities for ITS. Collect and prepare budget allocations and projections for review, schedule meetings, present budget position, and align ITS to College-wide budget processes. Prepare, consolidate, and submit budget allocations and requests, and board approvals on behalf of ITS.
  • Perform ad hoc research, analysis and summarize results. Resolve financial and invoicing discrepancies. Coordinate with other College departments, employees, and vendors as needed for effectiveness.
Additional Job Functions:
  • Serve as backup for the IT Procurement Coordinator.
  • Maintain current knowledge on the better practices for budgeting, and current tools, risks, and opportunities. Promote financial stewardship within the organization, recommend and develop related policies and procedures, and identify opportunities for improving service delivery methods.
  • Other duties as assigned, i.e. staff support, time entry, etc.

Knowledge, Skills and Abilities:
  • Ability, sensitivity and discretion to work with highly confidential information.
  • Knowledge of Business English, record keeping techniques and requirements.
  • Familiar with accounting and financial principles and practices
  • Knowledge of budgeting and procurement processes, and IT service delivery.
  • Demonstrable knowledge and skill in Microsoft Office, exceptional Excel skills.
  • Ability and willingness to work collaboratively with others.
  • Provide an excellent quality of work with little or no supervision required.
  • Must be highly organized, detail orientated and possess excellent written and verbal communication and documentation skills.
  • Ability and willingness to learn new software, processes and procedures.
  • Ability and willingness to learn, apply and follow College policies and guidelines.
  • Must be able to multi-task numerous requests, diverse priorities, due dates and timelines while complying with College policy and guidelines.
  • Ability to work effectively under deadlines.
  • Ability to review and assess quantitative data.
  • Ability to prioritize and manage multiple demands and projects.

Required Education:

  • Bachelor’s degree from an accredited institution required.

Preferred Education:

  • Bachelor’s Degree or above in Business Administration or Accounting from an accredited institution preferred.

Required Experience:

  • Four (4) or more years of related work experience in IT purchasing, IT asset management, IT budgeting, or IT contract management required.

Preferred Experience:

  • Higher Education work experience preferred.
  • Experience using Ellucian’s Banner Finance module preferred.

Preferred Licenses/Certifications:

  • CHAMP, CSAM, or CITAM certifications from IAITAM preferred.
  • State of Texas Contract Manager (CTCM) certification preferred.
  • ITIL Foundations certification or higher preferred.
