JOB SUMMARY:

This Position may be involved in research and development efforts for 65% of their time annually. The Director of Systems Engineering provides the connectivity between different technical disciplines in the product and systems engineering process, in both the definition and execution phases throughout the programs. As a senior member of the Technology team, the Director of Systems Engineering will contribute to the development and execution of SD Government's technology strategy and roadmap, ensuring its alignment with our business strategy and mission, using educated analysis and tradeoffs made between cost, schedule and capability at the sub-system and at the system level. This is where the Systems Engineering skills are applied, providing cross-functional team guidance and leading the organizational initiatives following agile and traditional systems engineering processes. This individual shall possess a diversified background of extensive technical infrastructure experience to include networks, satellites, information systems, and security and be an adept leader that can mix documentation, planning, and successful management and execution of technical projects. Additionally, this individual will perform hands-on management and administration to existing and future engineering and operational systems at all levels, able to dissect problems/challenges, identify creative solutions and execute.

ESSENTIAL DUTIES/RESPONSIBILITIES:

Strategy and Planning

  • Establish a vision & strategic direction for network infrastructure, platforms and tools, aligned with business needs and product strategies
  • Drive architecture of back-office, revenue bearing systems and operational Ensure they interoperate with each other in order to provide value to customer and coordinate with the company’s products and services.
  • Provide an enterprise-wide perspective and put strategies and plans for Information Systems into context with other projects and associated risks
  • Implement, document and test strategy during product development cycles

Engineering, Operations and Support:

  • Manage the research, development, execution/deployment, operations of operational systems for the evolution of the business.
  • Engineer, develop, or adapt COTS technology to apply to solve business problems.
  • Provide debugging and configuration support for legacy systems (Solaris environment, custom software) responsible for carrying Inmarsat I3/LESO
  • Collaborate with Corporate IT and Security teams to engineer the infrastructure solutions as required
  • Provide Tier-3 Support to core infrastructure including data center, networks, cloud services, data and voice networks, storage, databases, and middleware
  • Ensure effective communication to business, technology and vendor partners
  • Ensure consistency and maintainability of existing infrastructure environments through the creation, maintenance, and enforcement of well documented standards and procedures for the implementation of technical solutions.
  • Follow a formal systems engineering process for planning, designing, testing and implementing systems, and establish the appropriate strategy for sustainment and support of systems.
  • Support the SD Government's WiSL Program and its NMS platform, to include customer interaction and support, SAS and teleport equipment/networks, NMS platform evolution/development and operations
  • Support solutions engineering for special programs and managed services, ex: customer and SAS engineering for steerable beams (Avanti), iDirect FSS networks
  • Provide support and administration of the SD Government MSS Radius platform, including vendor management, product enhancements, updates and
  • Develop, support and maintain SD Government CRM system. Collect and interpret requirements from stakeholders, modify platform and integrate with other back-office systems. Develop integrated solutions to enhance Train and coach use.
  • Manage the development and integration of the SD Government/Roqos DataWave Router product. Collaborate with vendor to refine product requirements into sellable product, ready to compete in the maritime market and complement our service
  • Manage project to modernize SD Government's carrier voice platform; migrate from TDM circuits to SIP; Collapse the multi-stage dialing into the integrated solution; manage vendor relationships with telco wholesale carriers; ensure all supporting data is able to flow to appropriate back-office provisioning and billing
  • Manage other miscellaneous supporting systems for operations, such as: DNS, netflow aggregation, corporate voice platform, Splunk.

Team Management

  • Provide management and guidance for the Systems Engineering team; manage individual priorities and motivate staff to achieve team goals and provide excellent
  • Coordinate and co-manage other teams’ SMEs for design and implementation of complex systems
  • Analyze and resolve customer issues by identifying trends and recommending process improvements that deliver tangible and measurable positive results
  • Deliver extraordinary customer service for end-user
  • Support pre-sales engineering efforts to design or conceptualize solutions to meet customer requirements. Challenges may be satcom, value added services, customized billing.

Project Management

  • Coordinate internal resources and third parties/vendors for the flawless execution of projects
  • Apply extensive knowledge of SD Government back-office systems in order to appropriately define scope, goals and set schedules.
  • Collaborate with other teams to appropriately delegate tasks based on individual’s skill sets, experience and team responsibilities.
  • Track milestones, project performance progress in order to maintain schedules and adhere to
  • Perform risk management to minimize project risks
  • Establish, maintain and negotiate relationships with third parties/vendors

GENERAL QUALIFICATIONS, KNOWLEDGE, AND SKILLS:

  • B.S. in Computer Science or a relevant discipline required. Master-s degree highly desirable.
  • Minimum 12 years of progressive leadership experience managing complex IT and technology organizations, with at least 5 years leading an infrastructure and operations function
  • Experience working with third party vendors in a managed services model
  • Diversified background of extensive technical infrastructure experience to include networks, satellites, information systems, and security, voice routing technologies. In depth knowledge of IT infrastructure and platform management, including virtualization, server, storage, AD, DNS, networking, email, backup, Windows, Linux, DOD/NIST IT security guidelines, endpoint security
  • Verse with a variety of scripting/programming languages/environments.
  • Designing and testing strategies and architectures
  • Strong leadership skills, having an ability to influence, inspire trust and build relationships with the team, senior leaders and across the organization
  • Enthusiastic problem solver, have advanced critical and strategic thinking skills, have strong attention to detail
  • A strong understanding of business processes and the integration of technology in a business
  • Self-motivated and proactively going beyond the call of duty
  • Exceptional verbal/presentation and written communication skills
  • US citizen capable of obtaining TS/SCI clearance

PHYSICAL DEMANDS:

While performing general office duties for this position, the employee is regularly required to sit, stand and/or walk around (including the use of stairs). Other demands include the ability to openly communicate with others by talking, listening and reading, able to lift light objects (<2Slbs), and use standard office equipment such as computer, printer, phone and cell phone. In addition, there is an occasional need to bend, twist or stoop in order to open/close cabinets, reach for files or other standard office type objects.

WORK ENVIRONMENT:

The office environment is generally quiet and, in a temperature, controlled setting with random adjustments in noise or temperature due to others talking or laughing loudly, unscheduled maintenance repairs to the building or its interior offices or unpredictable situations due to weather or other acts beyond company control. An employee must be willing to work their regularly assigned work schedule for their particular duties and/or job responsibilities and in times of need, be able to work an extended schedule depending on company/department needs, project requirements or customer demands. Some overnight travel is required to facilitate work objectives. While at client site locations, if applicable, employee will be required to adhere to the proper safety precautions established by the client while in proximity to their work area, flight-line or maintenance repair center; work may require some physical effort in the handling of light materials, boxes or equipment. The temperature at client locations can vary from controlled to variations off hot/cold when working, standing or walking in or near the flight-line or maintenance repair center.

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role in Colorado is $150,000-$200,000 This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
