PROJECT/SYSTEM/PROGRAM OVERVIEW

The Department of Children and Families depends on the core mission-critical Federally-reimbursed SACWIS (Statewide Automated Child Welfare Information System). The application is used by a large majority of roughly 3,400 employees including over 1,100 front line social workers and case managers, the application has been enhanced and modified continually to meet data capture and process functionality requirements driven by good child welfare case practice as well as State and Federal legislation and statute. The agency is also undergoing an effort to replace its SACWIS system with a new CCWIS system working in collaboration with our federal and state partners. DCF Information Systems strives to continually improve technology services that are cost-effective and of the highest effectiveness and quality.

SCOPE OF WORK

The agency needs the service of a mid to senior level System Administrator to work in the Application Support Team responsible for supporting the agency's CCWIS system and a number of other websites. The candidate will be a part of the Application Support team with experience in IIS web server support and maintenance. The Systems Administrator is responsible for the operation and support of enterprise software applications and the related infrastructure. This candidate will require minimal supervision and will work independently. The candidate ensures that software systems adhere to organizational standards and goals and will serve as an escalation point for Application Support, Development and Business teams.

Specific Services Required:

In this role, the following services are required:

  • Perform management of IIS web server support and maintenance.
  • Perform website deployment and implementation and monitor web performance, track user metrics, application administration, site operations, security monitoring and system health checks.
  • Collaborate with technical teams to assist with upgrades in application, networking, and hosting websites.
  • Coordinate with multiple teams and manage incident responses. Take ownership of system issues, support requests, projects and improvement tasks with minimal supervision.
  • Work as a part of the Application Support team, mentor and train junior team members.
  • Work with vendors, support providers and business clients as needed in support of these web applications.
  • Assist with systems compliance, systems security and data privacy initiatives.
  • Work with other team members collaboratively to support related systems such as Microsoft SQL Server, SSIS, SSRS, PowerBI and BizTalk.
  • Work as part of a team to design, implement and maintain disaster recovery and business continuity plans.
  • Work with application development and System Integrators to understand the design of the core technology and architecture of systems being developed and use that information to identify and implement any required changes to the Salesforce environment to support those systems efficiently and effectively.

REQUIRED TECHNICAL SKILLS AND EXPERIENCE:

Refer to the State contracts for IT Professional Services Agreement (22PSX0163) for experience and skill requirements for the job classification of Systems Engineer to fill the role. In addition, the agency requires the following.

For this position, the candidate shares experience and judgment with team to plan and accomplish goals and works as part of Application Support team. A moderate degree of creativity and latitude is expected. In addition, the agency requires:

At least 7 or more years of prior experience demonstrating the following knowledge and skills:

  • In depth knowledge of IIS Manager, IIS architecture, SQL Server 2016 or newer, Windows Server 2016 or newer.
  • In depth knowledge of SQL, XML and FetchXML.
  • Experience with Microsoft Visual Studio .NET 2017,2019 integrated development environments, including development, debugging and deployment.
  • Support dynamic client-facing portal pages using traditional ASP.NET, XML, HTML, DHTML and style sheets (CSS) and presentation and application layers using WSA, SOAP, and JSON based protocols.
  • Solid knowledge of enterprise networking such as DNS, TCP/IP, FTP, DMZ, Active Directory, SSL/TLS.
  • Knowledge of resources and practices in the security community a plus.
  • Attention to detail maintaining system configurations and documentation.
