Program Description
BFHP Hope Center programming consists of interim housing (Men’s Shelter), 53 units of Permanent Supportive Housing, CalAim/HCS-funded Tenancy Sustaining Services, the BFHP Food Services team that includes a Community Meals Program and operational support to the GPD Veterans Transitional Housing Program. Services include case management, housing placement and retention, benefits enrollment and linkages to primary care, mental health and substance treatment services.

Position Summary
Under the supervision of the Director of Special Projects (DSP), the Hope Center Senior Program Manager (SPM) will provide direct supervision of the PSH Program Manager, Men’s Shelter Program Manager and the Food Services Manager. The SPM will assist with Hope Center program management, new program planning and provide leadership in the areas of contract reporting and fiscal oversight.

Essential Duties and Responsibilities
  • Provide leadership to the Hope Center programs and support PSH, Men’s Shelter and Meals Program Managers with day-to-day operations of the programs.
  • Collaborate with the GPD Veterans Transitional Housing Case Manager and management team.
  • In collaboration with the Director of Special Projects (DSP) and Program Managers, hire, onboard, train, supervise, evaluate, and terminate as necessary all residential program staff.
  • Collaborate with the DSP to provide weekly supervision to the Program Managers.
  • Oversee contracts and budgets.
  • Ensure clients receive appropriate services as required by our contracts.
  • Assist Program Managers with administrative duties (developing and maintaining services trackers, tracking program goals and outcomes, responding to city and county information requests, developing management tools to effectively run programs).
  • Provide leadership to staff in emergency situations.
  • Review and ensure all program documentation are in compliance with grant requirements.
  • Conduct client chart audits at least twice a year.
  • Responsible for completion of all monthly, quarterly, and annual contract reporting.
  • Assist with all contract renewal and financial audit processes.
  • Participate and facilitate case conference meetings in partnership with the DSP and Clinical Case Manager.
  • Work closely with BFHP Leadership to ensure monthly spending is aligned with budget requirements and program goals.
  • Build and maintain collaborative relationships with all of our city and county partners and represent BFHP at external meetings, as necessary.
  • Represent BFHP and speak at community engagements, as necessary.

  • Participate in community CES planning, implementation and monthly North County Coordination Meetings.
  • Act as primary program liaison with other outside community partners, as needed.
  • Monitor and approve time sheets for Program Managers when they are out.
  • Identify training needs for each Hope Center program staff and collaborate with the DSP and Clinical Case Manager to develop and schedule.
  • Research available training opportunities for staff, both internal and external to the agency.
  • In Collaboration with Human Resources (HR), conduct new hire onboarding and ongoing staff training.
  • Collaborate with the DSP to plan and facilitate Program Manager meetings.
  • Attend and participate in all meetings and trainings as assigned.
  • Complete and submit own timesheets and approve staff timesheet in a timely and accurate manner.
  • Work within the framework of BFHP’s Code of Conduct.
  • Perform other tasks as assigned by supervisor.

Qualifications, Skills
, and Abilities
  • Bachelor’s degree in Social Services or related field, or equivalent combination of education, training, and experience.
  • Commitment to serving homeless individuals. Five years’ experience working in a program serving persons experiencing homelessness, mental health, or behavioral health.
  • Three years’ experience in multi-site program management and/or staff supervision.
  • General knowledge of local community resources.
  • Highly proficient in Microsoft Office, email, internet, and calendaring applications. Experience with HMIS data entry strongly preferred. Must have excellent Excel and tracking skills, experience with database reporting and extensive data entry.
  • Strong community networking skills and ability to build resources and relationships that improve continuity of care.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with a can do and flexible attitude.
  • Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines.
  • Ability to maintain professional conduct, attitude, and appearance at all times.

Special Requirements
  • This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
  • Must be able to receive and maintain criminal records clearance.
  • Must maintain First Aid and CPR certification.
